Classification: Regular, Full-Time, FLSA Exempt

Pay Range: $115,000 - $125,000

Location: Oakland, CA 94578

Schedule: An alternating 3 x 4 workweek schedule where employees work for three consecutive 12-hour shifts one week and four consecutive 12-hour days the following week.

Position Summary

The Clinical Program Manager will play a crucial role in supervising behavioral health clinicians performing assessment and crisis response for those in psychiatric and substance-induced distress in Alameda County. CATT aims to avoid harm to the individual in crisis by intervening in person-centered and trauma-informed ways and attend to the immediate needs of the person in crisis. The Clinical Program Manager role will work in a 12-hour shift, three / four days per week schedule that will include weekend days. Clinical Program Managers will work as a team to ensure at least one is available over the phone throughout all shifts worked by the Behavioral Health Clinicians. Clinical Program Managers also participate in the field to shadow and observe clinical work, as well as work in place of a clinician who is on vacation or unable to report for their shift.

Primary Responsibilities

  • Work in 12-hour shifts to share responsibility with another clinical manager to maintain immediate availability to consult, problem solve, and answer questions by phone to provide clinical supervision to the clinicians providing direct crisis response in real-time.

  • Provide weekly group and individual supervision to SCU Behavioral Health Clinicians (BBS or BOP registered and licensed,) on culturally responsive, trauma-informed, gender-responsive, and person-centered mental health and substance use crisis assessment, intervention, de-escalation, and appropriate follow up.

  • Periodically shadow supervisees on the job and will work with them directly, providing feedback on their service approach and performance.

  • Instruct and supervise clinicians to assess for suicidality, homicidal intent, violence risk, grave disability, and substance use using appropriate measurements.

  • Drive a motor vehicle and navigate to and from incident locations and during client transport.

  • Obtain Alameda County 5150 Certification so that in situations that warrant it, manager can advise clinicians to initiate a 5150 psychiatric hold by properly assessing and documenting per Alameda County protocol.

  • Maintain appropriate/ethical boundaries with all supervisees, persons, groups, and families served.

  • Coordinate day-to-day operations and communications for line staff including changes to scheduling, coverage issues, team configuration, and unit availability.

  • Be available to pick-up shifts in part or in total as needed and when able. To this end, the role should have an onsite presence through the week and maintain excellent working relationships with Clinical and EMS staff and leadership.

  • Monitor and support documentation completion by Clinicians.

  • Perform other duties as assigned.

Supervisory Responsibilities: This position supervises the day-to-day activities and staff of one or more functional areas and performs related work as required.

Qualifications and Requirements

  • Licensed (for at least two years) with the California Board of Behavioral Sciences (LCSW, LMFT, LPCC) and have completed BBS-required training to be an approved supervisor.

  • 2 years of clinical experience providing assessment, psychotherapy, and clinical consultation services in a community-based setting.

  • 1 year of program development or management with mental health or crisis agencies or similar experience.

  • Experience with Electronic Health Record systems (e.g., Welligent, Clinicians Gateway, Reddinet)

  • Must be able/willing to work outside when needed for field shifts, travel in van with others between crises, and physically move during some shifts.

  • Must be able to travel to and from worksite and other locations within Alameda County.

  • Basic Life Support certification within 30 days of hire; and transport while working as a member of an emergency medical team to patients while in adherence to the scope of practice, patient care procedures, protocols and medical direction according to their level of certification/licensure.

  • Minimum two-year supervisory experience working In a mental health, substance abuse, or dual diagnosis program.

  • Must be able to pass community care licensing criteria for employees of residential care facilities, and pass the Federal Background check, including a fingerprint check.

  • BHI conducts background checks on all candidates who have received a conditional job offer. Satisfactory completion of background checks is a requirement for employment with the agency.

  • This position requires driving either a personal or agency-owned vehicle as necessary to fulfill essential duties. A valid California driver's license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.

  • Occasional local travel as required to fulfill primary job responsibilities and duties.

Knowledge Skills & Abilities

  • Experienced in the field of co-occurring disorders; committed to the practices and principles of wellness and recovery within a harm reduction setting.

  • A seasoned clinician/administrator who is skillful at training, coaching , and mentoring a multidisciplinary staff; who enjoys being a hands-on director, building a cohesive team, and projects warmth, enthusiasm, hopefulness, and compassion.

  • Adept at maintaining the requirements of government contracts, adhering to licensing standards, meeting utilization requirements, and keeping the physical site in good working condition, attractive, and homelike.

  • Clinical expertise in crisis intervention; skill in working with SMI population and with individuals undergoing acute episodes of psychiatric distress; skill in diagnosis and assessment.

  • Ability to work independently and as a member of the Agency's Management Team.

  • Ability to work as part of a comprehensive community mental health team and to represent the agency in the community.

  • Skilled in supervising, evaluating, and disciplining staff of professionals and paraprofessionals.

  • Familiarity with community support systems, health care and human service resources, court and police activities, etc.

  • Good organizational skills and administrative abilities.

  • Flexibility in days and hours available for scheduled work including weekends.

  • Knowledge of and the ability to adhere to a professional code of ethics.

  • Ability to coach in Harm Reduction, Stages of Change, Trauma-Informed Care, and Motivational Interviewing.

  • Understanding and practice of culturally sensitive components of direct service delivery.

  • Ability to build supportive and respectful working relationships with staff, participants, and stakeholders in the community.

  • Ability to effectively intervene in crisis situations and employ de-escalation strategies.

  • Strong supervisory and leadership skills.

  • Excellent verbal and written skills and the ability to present information effectively; Solid written skills to meet the required documentation standards and provide direct feedback on and about documentation standards to staff consistent with Medi-Cal, CCL, and Agency requirements.

  • Excellent interpersonal, negotiation, and conflict resolution skills.

  • Excellent organizational skills and attention to detail.

  • Strong analytical and problem-solving skills.

  • Ability to prioritize tasks and to delegate them when appropriate.

  • Ability to act with integrity, professionalism, and confidentiality.

Physical Requirements

Physical demands include continual sitting, typing, and repetitive computer use for up to 8 hours a day. The position also requires frequent communication with others, including hearing and speaking clearly with individuals and groups, in person and via phone and video calls. Ability to lift 50 pounds at times. Local travel and transport required. These requirements represent those that must be met to perform the job's essential functions successfully.
