What we are looking for:

This leadership role is responsible for day to day operations including clinical and non-clinical Operations Teams and is responsible for quality, operational efficiency, and ensuring the highest level of member satisfaction. What you will do:

  • Lead, motivate and develop clinical and non-clinical staff

  • Provide clinical guidance to all staff including supervisors, nurses and non-clinical support staff, as appropriate

  • Monitor ongoing performance and provide growth opportunities for every team member

  • Develop and utilize service metrics to drive performance, member satisfaction, and quality

  • Responsible for hiring, orientation of new employees and performance management

  • Provide analytical support for monitoring and improving overall service performance

  • Evolve ongoing business process and quality improvement

  • Promote utilization of and customer satisfaction with Expert Medical Services) EMS

  • Collaborate with training leads to support ongoing training activities and ensure staff is fully supported to deliver service excellence

  • Collaborate with other managers, supervisors, physicians and support staff to facilitate case progression

  • Ensure superior member experience delivery, working directly with members as needed

  • Work with the Medical Director and Associate Physician Team to ensure clinical quality

  • Partner with Sales and Client Management to ensure ongoing support of market and client needs

  • Be responsible for meeting any service level commitments to all clients

  • Support corporate initiatives and special projects as needed


  • 5+ Years experience leading people required

  • Bachelor's degree in Nursing, Business Administration or related area required

  • RN License and 5 years clinical experience preferred

  • Strong analytical skill

  • Strong leadership skills

  • Strong organizational skills

  • Divergent thinking ability

  • Experience leading quality improvement initiatives

  • Strong communication skills

  • Proficiency with software programs including Microsoft Word, Excel, Outlook

  • Salesforce experience preferred

  • Spanish speaking a plus

BCBSMA is seeking a new Clinical Program Manager l Registered Nurse l Utilization Management to join our elite Federal Employee Program Division! The Clinical Program Manager l Registered Nurse l Utilization Management will be responsible for daily operations of the Federal Employee Program - Utilization Management Division including supervision of Utilization Management Reviewers, Case Management Assistants and Case Management Extenders. In addition, a leader for program development and implementation, identifying opportunities for optimizing operations, ensuring compliance with FEP policies as well as NCQA standards. Major Responsibilities: * Oversee and coordinate the day to day functioning of the U.M. team for FEP. * Interact with internal and external customers in order to facilitate the delivery of high quality care in most cost-effective manner * Provide content expertise in Utilization Management for the UM team. * Foster teamwork as an attitude and a skill. * Participate with Leadership in evaluating/considering alternative models of care to ensure member satisfaction, Quality standards, and efficiency/effectiveness and cost of Care/Utilization Management activities Schedule, facilitate and participate in regular staff meetings. * Function as primary contact with the FEP Director's Office and FEP Business Unit for all UM activities. Quality: 25% * Perform annual (and quarterly, if appropriate) performance reviews for associates. * Perform quality reviews on predetermined number of cases and recorded calls, where applicable for each staff member on an annual basis. * Develop and monitor Quality initiatives in conjunction with HMM Quality and Compliance Team * Strive for Excellent NCQA rating Management: 50% * Evaluate quantitative measures of associate performance, including productivity, eQuality, and department operational metrics; provide feedback re. same to associates on a regular basis. * Assist with implementation of clinical and administrative policy and procedures in support of internal BCBSMA and external regulatory requirements, e.g. FEP and NCQA. Monitor utilization results and provide rationales for variances. * Jointly develop clinical strategies to improve UM efficiency and effectiveness of care coordination with associate, peers and leaders. Leadership: 25% * In accordance with Leader Competency guidelines, mentor staff in planning and documentation of development goals * Create and promote an environment of change and learning. * Participate in cross –functional teams to facilitate with implementation of department goals and objectives to ensure the achievement of corporate standards and goals. * Coach associates in challenging situations, including corrective action, in accordance with H.R. policies and procedures. * Other responsibilities as assigned by leadership.
