Job Details

Under the direction of the Director of Quality, works as a consultant for Quality, Patient Safety Department, the Department of Nursing, the Medical Staff and Administration to support a culture of safety, optimal outcomes and compliance. Is responsible (in collaboration with Palomar Health Leadership and staff) for ensuring that the provision of nursing care meets standards identified in professional literature and the standards statements of professional organizations and state and federal regulations. Serves as a clinical expert and mentor for staff. Focuses on the needs of the patients in the system, interacts with others in Quality, Patient Safety Department , the Department of Nursing and in Ancillary Services to improve clinical quality and patient safety. Participates in the development of orientation programs, didactic presentations and clinical mentoring for novice to expert practitioners. Promotes continuity and quality care through the use of data, best practices, and the integration of the performance improvement philosophy into practice.

  • Explores system issues and processes; coordinating improvement efforts

  • Utilizes advanced practice nurse training for in depth case review, with identification for opportunities for improvement

  • Lead for system initiatives that support quality outcomes ( ie sepsis)

  • Facilitator for Fall Program Nursing Peer Review, Staff on Safety

  • Conducts System Debriefs/RCAs/FMEAs

  • May serve as Liaison for Quality and Patient Safety with Kaiser

  • Manage Readiness/Interface with CDPH

  • Look at system outcomes, collaborating with unit CNS, leadership, and providers to identify best practices and effectiveness of current interventions to achieve optimal outcomes

  • Liaison with Medical Groups and interprofessional groups to attain outcomes across the system

  • Recommend and develop procedures (Standards) to meet the requirements in areas of responsibility

  • Evaluates data, completes observations reviews literature to recommend changes needed in practice

  • Examines data for trends, performs observations/audits to validate trends and develop plan for improvement

Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, Powerpoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job. Direct and implement effective quality improvement programs and serve as a visionary leader form the promotion of outcomes management and evidence based practice throughout the District. Responsibilities include assessing, planning, implementing and evaluating all aspects of the care/services delivered; insuring quality programs, patient safety, and level of customer service that strives to exceed internal and external customer expectations and integrating quality care within the Interdisciplinary Governance Model structure to include staff, leaders, medical staff and the Governing Body. Assist and support assessments of patient satisfaction including HCAHPS, annual safety surveys and any other survey instrument as necessary. Ensures Palomar Health is consistently measuring, assessing, and improving the quality and safety of care. Serves as the executive support and subject matter expert for the Board of Directors' Quality Review Committee, the Quality Management Committee of the medical staff, and the Medical Staff Multidisciplinary Peer Review Committees for the district in the development of quality/patient safety goals. Work with the medical staff leadership and their respective committees and departments in the implementation of quality/performance improvement initiatives to increase clinical excellence and develop integrated approach to improving patient care across the organization. Support the Peer Review Process as well as Ongoing Professional Performance Evaluation (OPPE). Responsible for the leadership oversight of the Pay for Performance Clinical indicators results for the District. Coordinate with the regulatory department and risk management to facilitate the trending, analysis and reporting of quality events that occur in the organization and facilitate resulting FMEAs or RCAs; as well as the coordination of ongoing regulatory preparation activities. Practice excellent employee relations with attention to employee needs and develops and mentors a high performing management team for all areas of responsibility. Ensure financial viability by managing both applicable revenue and expenses with attention to supply cost utilization and a high level of productivity in cost centers under direct control.
