JOB SUMMARY:
The Nurse Manager of the Emergency Department directs, supervises, coordinates, plans and evaluates unit functions and activities in order to provide cost-effective care of high quality according to the standards set at MarinHealth. Consults with and advises the Director of the Emergency Department and Emergency Department Medical Staff on activities related to clinical operations, quality improvement and risk management activities of the unit; implements changes in policy, programs and physical resources required to achieve Hospital objectives; actively participates in the administration of the Department of Nursing. Ensures that professional staff are competent and of sufficient number to provide direct and indirect patient care and clinical services to the patient population of the Emergency Department.

EDUCATION
EXPERIENCE
Prior Emergency Department nursing experience required, preferably with Trauma, in a Clinical health care setting
Progressive supervisory or personnel management
Formulating annual budgets (operating and capital)
Familiarity with agency and regulatory compliance in-patient care delivery systems
PREREQUISITE SKILLS

LICENSE/REGISTRATION/CERTIFICATION:
Current California RN licensure
Basic Life Support (BLS) with American Heart Association as required by Hospital policy
Advanced Cardiac Life Support (ACLS)with American Heart Association required
Pediatric Advanced Life Support (PALS) required within 12 months of hire
Trauma Nursing Core Course (TNCC) required within 12 months of hire
Management of Assaultive Behavior (MAB) Training to be obtained within 180 days of hire and maintained annually
DUTIES AND RESPONSIBILITIES:
ESSENTIAL (Not Modifiable)
Implementation of a valid and reliable patient classification system
Incorporation of regulatory mandates into medical/surgical practice
Delineation of needed knowledge, skills and competencies of nursing staff and provision of staff development
Implementation of ongoing quality assurance and continuous quality improvement programs
Implementation and maintenance of scope of practice and clinical standards for emergency care nursing
Implementation of a risk management program to prevent, minimize, or correct risks to patients and staff based on hospital policy and procedure
Promotion of a collaborative practice with other health care disciplines to assure an integrated approach to care of the patient
Establishment of effective communication channels to assure an integrated approach to care of the patient and conflict resolution
Interpretation and representation of Emergency Department to other hospital departments, medical staff and community
Ensures that policy and procedure manuals are current
The Nurse Manager of the Emergency Department must be able to demonstrate the knowledge and skills necessary to provide care appropriate to the age of the patients served on the assigned unit. The individual must demonstrate knowledge of the principles of growth and development over the life span and possess the ability to assess data reflective of the patient's status and interpret the appropriate information needed to identify each patient's requirements relative to his or her age-specific needs and to provide the care needed
Must be able to meet the clinical expectations of the RN position description when necessary
Implementation and maintenance of Emergency Department standards
Provision of support for critically ill patients and their families
Demonstration of sensitivity to ethical and legal ramifications of nursing practice in the emergency setting
Incorporation of current research, new interventions and technological advances into nursing practice
Competent use of the Nursing Process in the delivery of direct patient care Operations
o Assists in the development and monitoring of operational, capital, and staffing budgets
o Encourages effective cost-containment practices through management and staff development
o Responsible for staff schedules, time cards, and overseeing the staffing/census ratio on a timely basis
o Reviews policies and procedures affecting the department
Human Resource Management
Functions as professional nursing role model and mentor
Provides leadership and management necessary to meet and/or contribute to hospital goals
Supports training of clinical staff on knowledge and skills required to perform job roles competently in a high-change high technology environment
Supervises patient care center staff and assists team in evaluating their performance on basis of job description and attainment of established annual goals
Participates with the team in interviews and hires applicants for staff positions. Assists team in assessing staff turnover, absenteeism and morale. Responsible for counseling and disciplinary action with appropriate team input
Initiates and performs termination proceedings in collaboration with the Human Resources Department. Responsible for assuring that these actions coincide with hospital policies
Determines qualifications, retention, suspension and separation of staff in assigned area of responsibility. Responsible for assuring that these actions coincide with hospital policies
Assists team in conflict resolution and coaches staff in improving their own skills in conflict resolution
Administration
Serves on appropriate medical staff, hospital and clinical committees, and community organizations
Plans, initiates, implements and evaluates programs appropriate to areas assigned
Interprets, enforces and monitors staff compliance with JCAHO and other external regulations
Initiates and negotiates with other departments, disciplines, managers, agencies and individuals to promote cooperation and coordination of efforts and effective problem solving
Project Management
Plan and follow-up on Quality Improvement indicators
Lead and participate in committees related to project work
Prepare for and conduct staff meetings
Leads research projects
Professional Growth
Maintains membership in professional associations and attends meetings and seminars for professional growth and information on practices and subjects relevant to the Hospital
Maintains clinical competence and knowledge of current trends in area of specialty
SECONDARY (modifiable)
Serves as clinical resource to other hospital departments
Interview of applicants and hire of Emergency Department staff
Staffing of unit to ensure 24-hour nursing coverage appropriate to patient care needs
Facilitation of staff input into decisions affecting nurse practice
Identification of and planning for developmental needs of the staff
Conduct of timely and periodic performance appraisals based on pre-established standards. Appropriate follow-up
Discipline of individual staff members as delineated in institutional policy and procedure
Demonstration of knowledge and compliance with applicable labor laws
Conduct and participation in department orientation for new employees
Verification that all staff have valid, appropriate credentials
