The Clinical Nurse Leader (CNL) is a registered nurse that functions as a generalist with advanced knowledge and skills to provide clinical coordination and oversight for the complex patient population within the Acute Inpatient units of Patient Care Services, including care transition, quality improvement, patient safety and nursing practice standards.

The practice of the CNL is expected to impact patient outcomes for the acute care areas and for the facility at large with the emphasis on patient flow, length of stay,readmission rates and patient satisfaction. The CNL provides direct care to specific patient populations admitted to the unit/s assigned.

It is expected that the CNL applies all aspects of the nursing process and care management principles within a collaborative,interdisciplinary practice setting and demonstrates leadership in improving patient care and enhance staff education and professional development using evidence-based practice. The CNL provides leadership in the application of the nursing process to client care, organizational processes and/or systems, improving outcomes at the program or service level. The CNL will act as a resource to staff implementing the medical center policies, Patient Care Service procedures and memorandums at the unit level and guides staff in compliance with patient safety goals.

Major Duties:
Initiates interdisciplinary projects to improve organizational performance and uses professional standards of care and practice to evaluate programs and/or services activities.
Implements an educational plan to meet changing program or service needs for self and others, maintaining knowledge of current techniques, trends and professional issues.
Coaches colleagues in team building and makes sustained contributions to health care by sharing expertise within and/or outside the facility.
Provides leadership in identifying and addressing ethical issues that impact clients and staff, including and participating in ethical consultations.
Uses group process to identify, analyze and resolve care problems.
Collaborate with others in research activities to improve care.
Manage program resources i.e., financial, material or informational to facilitate safe, effective and efficient care.
Work Schedule: Monday- Friday 7:00 AM to 3:30 PM. Tour may rotate due to patient care needs.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing or The Commission on Collegiate Nursing Education . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience:
1-2 Years experience in a Clinical Nurse Leader Role
3-5 Years experience as a Registered Nurse Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree. PLEASE NOTE: YOU WILL BE RATED INITIALLY BASED ON YOUR POSSESSION OF THE CLINICAL NURSE LEADER (CNL) CERTIFICATION. YOU MUST SUBMIT A COPY OF YOUR CURRENT, FULL CERTIFICATION FOR CONSIDERATION!

The areas covered is defined as those people, processes, and technology solutions focused on care, disease and utilization management along with health and wellness as it relates to both the payor and provider systems in an integrated and non-integrated delivery setting. The Practice Leader will work with functional management to position Highmark-supplied capabilities internally and with ASP & BPO customers along with external market customers (consumers, groups and/ or providers). Working within the professional services and solution delivery organizations at Highmark, the Practice Leader will manage the development and execution of consulting and management services offered to Highmark's health plan customers and prospective customers, and are organized and accountable across broad multi-function office verticals. Primary responsibilities include executing approaches that facilitate and drive adoption of Highmark's capabilities by the HPC and its markets, serving as a trusted advisor to the HPC's management team and related functions, driving attainment of value by the HPC through collaborative and effective advisory management services, serving in or architecting co-management arrangements with the HPC, and providing innovative adoption-oriented (internal functions and market-facing) approaches with the HPC. An additional critical role will be to serve as a visible and demanding advocate for the HPC in Highmark's strategic planning and related governance processes, IT delivery, and the overall service/vendor delivery model. In addition, the leader will have direct involvement in preparing other plan affiliation business cases and proposals (written & verbal) to the pending RFP. The Practice Leader's role also is a significant contributor and leader of the platform planning processes to make sure market needs are exceeded/met and that Highmark's platforms are viewed favorably in the marketplace and with our customer base. This leader is part of an overall practice leadership spanning Front Office, Middle Office, Provider and Back Office. This group is accountable for the capabilities of the overall platform Highmark uses and takes to market as part of the ASP/BPO service offerings marketed by Highmark Health Solutions. In addition, the Practice Leader has direct engagement in Highmark Health Solutions' business development efforts to cultivate new partnership opportunities with other prospective HPCs by representing Highmark in executive level presentations, business case development, evaluating other plans assets and business value to Highmark, and other support activities to grow additional scale. The Practice Leader will be accountable for building out a strong consulting workforce to staff the development, design and implementation of complex, transformation changes at a client site.
