Summary

This position is responsible for assuring that all Program Models, Illinois Department of Corrections contract requirements and SUPR licensing obligations are fulfilled and will have Supervisory Responsibility to all staff providing direct services. Additionally, the Clinical Manager is responsible for the fidelity of the therapeutic community, program's clinical procedures and administrative functions.

Primary Duties and Responsibilities

  • Develops organization/unit and clinical supervision structure including Standard Operating Procedure Manuals for all program operations, including the Methamphetamine Program to ensure compliance with SUPR licensing regulations, IDOC and Corporate policies.

  • Assists the Program Director, Assistant Directors and Program Coordinator with overall operations of the Correctional Recovery Program.

  • Assists Clinical Supervisors in the development of written plans for professional growth to include obtaining/sustaining current qualifications, i.e. CADC, as set forth by 77 Illinois Administrative Code 2060.309 or other appropriate administrative codes. Additionally, assists in the development of corrective actions plans to support improved service delivery when deemed appropriate.

  • Conducts clinical audits, records reviews and announced/unannounced group observation to ensure the development of certified counselor skills/competencies specific to the therapeutic community.

  • Assesses staff development needs and coordinate or provide on-going training in relation to clinical services delivery and timely, accurate completion of all required documentation, actively participating as a key member of the internal training and assessment teams.

  • Reviews clinical files and performs individual record audits for licensing compliance and required documentation to ensure delivery of services. Documents monthly individual clinical supervision meetings and group observations.

  • Develops and maintains professional relationships with IDOC employees and subcontractors; attends meetings/functions (daily, weekly, monthly quarterly, semi-annually, annually) as required by Company, Program Director, Assistant Directors, Program Coordinator, Wardens, or designees. When contacted by IDOC or the Program Director regarding urgent administrative problems,

responds within two (2) hours; on non-urgent problems the Clinical Manager responds within forty-eight (48) hours.

  • Contributes and evaluates innovative ideas for implementing and sustaining systems supportive of improved quality of the treatment program and operation delivery, i.e. Family Reunification Program, Inside Out Dad and other programming specifically aimed at successful and long-term reintegration.

  • Schedules, manages, and ensures completion of all Family Reunification Program activities, groups, projects and reports.

  • Assures that all necessary reports are completed and submitted as required.

  • Organizes and facilitates compliance with all applicable Federal, State and Program standards as well as represent Company and IDOC in Local, State and Federal initiatives as deemed appropriate.

  • If deemed necessary, maintain client caseload, provide individual and group counseling as per the Correctional Recovery Program elements as well as perform ASI Assessments.

  • Complies with the requirements of the Duty Administrative Officer (DAO) as outlined in the Standard Operating Procedures Manual, General Administration, 100.14 Duty Administrative Officers.

  • Performs other duties as assigned.

Qualifications

Minimum Requirements

  • Master's degree with two (2) years of experience in a forensic therapeutic community or residential program as an administrator or supervisor. Five (5) years relevant experience may be substituted for the Master's degree, if the candidate possesses management experience.

  • CADC under the Illinois Alcohol and Other Drug Abuse Professional Certification Association.

  • Experience or expertise with offender populations is preferred.

  • Ability to work with computers and the necessary software typically used by the department.
