Planned Parenthood Northern California (PPNorCal) is seeking a Clinical Laboratory Technical Supervisor in our San Rafael laboratory. Summary
The Technical Supervisor of the High Reference Laboratory is an experienced CLS who enables successful lab operations by coordinating all technical, logistical, and administrative functions of the lab. The Technical Supervisor ensures prompt and accurate testing and reporting within established time periods. The Technical Supervisor of the Lab is responsible for recognizing results or problems that require referral to the Medical Director of the High Reference Laboratory. Additional responsibilities include assuring competency and completed trainings of all personnel and working closely with other Clinical Operations leaders on all interfaces between the lab and health center operations. The Technical Supervisor assists with the laboratory budget, conducts performance improvement activities, participates in quality assurance activities within the department, and maintains efficient and effective departmental operations in compliance with all state, federal, and local regulatory laws, standards, and protocols. The Technical Supervisor of the High Reference Laboratory will report to the Chief Medical Officer/Chief Operating Officer with a dotted line to the Senior Director of Clinical Quality Assurance and will manage a team of CLS and CLA individuals.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Maintain current laboratory licenses and certificates in compliance with Federal and state regulations (COLA, OSHA, and California Department of Public Health)
Lead all expected and unexpected audit activities, including preparation for the COLA audit
Serve as General Supervisor to the High Reference Laboratory, including overseeing all day-to-day functions of the lab and personnel
Serve as liaison with vendors regarding ongoing business development and opportunities for growth within the lab
Assist with the evaluation, implementation, and monitoring of new lab services as necessary, and create Quality Assessment practices for the laboratory
Work with Senior Director of Clinical Quality Assurance to create and update job aids/operational instructions as needed for health center staff
Serve as point of contact for Medical Director of Laboratory and collaborate with the Medical Director of the Lab to ensure lab compliance and strong laboratory oversight
Responsible for maintaining lab standard operating procedures.
Responsible for maintaining lab safety procedures and compliance with OSHA guidelines.
Responsible for the development of necessary procedures and validation studies for new testing
Responsible for day-to-day and periodic Quality Assurance activities of the Lab
Make daily rounds in Laboratory to judge the effectiveness of operation, utilization of personnel and supplies, and general professional atmosphere
Secure and maintain the physical facilities, equipment, and supplies which are required to carry out effective patient care and create an optimum physical environment
Initiate and actuate improved methods of services and direct their implementation
Prepare department budgets for personnel, operating expenses, and capital equipment, and responsible for the fiscal operation of the department
Works with and communicates information appropriately and clearly to Clinical Operations subdepartments (health center staff, care coordination staff, data and analytics, etc.) administration (finance, IT, EHR support, etc.)
Actively works to problem-solve issues with lab specimens, lab equipment, vendors, couriers, and lab personnel.
Consult other departments, as appropriate, to collaborate in patient care and performance improvement activities
Establish and maintain standards of performance and ensure competency and appropriate licensure of personnel
Responsible for ensuring all lab personnel complete required trainings, including lab specific trainings and PPFA trainings.
Promote effective intradepartmental relationships
Initiate, interpret and enforce Laboratory Services procedures and maintain and interpret PPNorCal policies and procedures
Responsible for providing 24/7 functionality of Laboratory Service
Role-models and provides Leadership toward the implementation of PPNorCal's Diversity, Equity, and Inclusion plan, including creating time and space monthly to discuss the DEI curriculum
Other duties as assigned
SUPERVISORY RESPONSIBILITIES
This position will supervise all PPNorCal Clinical Laboratory staff, to include clinical lab scientists and laboratory administrative support staff.

EDUCATION and/or EXPERIENCE
Bachelor of Science Degree in Medical Technology, Biology, or Chemistry
Previous experience as a Lead CLS or Technical Supervisor preferred
3-5 years of clinical laboratory operations experience in a moderate or high-complexity lab required
Experience working with Hologic Panther preferred
Experience working as a CLS in microbiology or molecular chemistry lab preferred
Experience with LABDAQ preferred
Must have experience with regulatory and accreditation of laboratory operations, preferably CLIA, COLA, CAP, and AABB
Pay Range: Planned Parenthood Northern California (PPNorCal) supports California's new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The range for this position is: $51.40 - $58.60 per hour.
