RISE believes that most individuals, no matter how unique their needs, are more successful when they are living in a family setting. Unfortunately, some children and adults are unable to live with their own family, permanently or even temporarily, and are in need of a place they can call home.

RISE FAMILY SERVICES specializes in finding and supporting loving and caring families for children and adults in need of foster and/or adoptive homes. RISE provides support through many different programs. Through the Family Services Program we recruit, train, prepare, support and mentor individuals and families to provide stable homes for children in the custody of Arizona's Department of Child Safety (DCS) as well as adults and children with developmental disabilities.

The Clinical Director will also serve as Program Administrator and is responsible for the overall foster care treatment programs, including clinical oversight for the management of the RISE Treatment Foster Care Program. The Clinical Director will monitor and oversee the treatment of all children/youth receiving therapeutic services through RISE Family Services through the implementation of the RISE mission, vision and values and in compliance with all RISE and state contract regulations and policies.

Essential Job Responsibilities:

  • Assist in start-up and maintenance of TFC program in Arizona

  • Directs the clinical actions and interventions of the program to achieve best possible clinical outcomes

  • May carry caseload within department as assigned or needed

  • Hire, train and supervise staff as program grows

  • Conducts individual supervisions with TFC Specialists according to contract requirements

  • Regularly audits charts and other client-related documentation related to the treatment of clients

  • Monitors completion of treatment plans to ensure they are concise, appropriately reflect client needs, completed in a timely manner and appropriate data regarding outcome is documented in the plan

  • Periodically reviews clinical policies, procedures, practices and documentation for compliance with licensing, contracts, insurances, and other applicable Federal, State and local regulations

  • Provides clinical oversight for clients placed in RISE Treatment Foster Care homes

  • Participates in Utilization Review meetings per contract requirements

  • Is a resource for RISE employees, including providing guidance and training

  • Provide training for RISE employees, clients, and foster parents

  • Participates in Marketing and Community Relations to recruit TFC families

  • Oversees clinical operations including adequate staffing and caseload management to meet budget needs of the program

  • Actively participates in facility and corporation-wide meetings

  • Completes and maintains accurate records or reports

  • Attends training sessions to increase knowledge and skills

  • Follows patient and employee safety protocols

  • Complete monthly billing documents, rebills and aging reports for the foster care program

  • Adhere to budgetary guidelines, including accountability for use of program funds. Review program budget and billing monthly

  • Conduct/attend all staff meetings and other mandatory training as required by RISE. Participate as member of Family Services Management Team

  • Review and approve professional documents sent for processing by state officials; ensure all documents are submitted within required timeframes

  • Track progress on identified program goals and contractual outcomes; ensure all documents are submitted within required timeframes

  • Assist in resolving crisis situations and ensuring resources are available for 24 hour support and placement, including facilitating coverage of Emergency cell phone and In Day assignment

  • Be knowledgeable of contractual and licensing requirements and ensure compliance by the agency for AHCCCS Health Plans and DCS

  • Possess knowledge of counseling theory and behavioral management techniques; have excellent counseling skills for clients with special needs

  • Provide daily oversight of program services. When needed, provide backup assistance to other RISE program Directors and/or the Executive Director

  • May be required to travel

Qualifications

  • Must have at least a Master's degree in Social Work, Psychology, or Counseling

  • Must be licensed (Psychologist, LMSW, LCSW, LPC, LMFT or similar) by the Arizona Board of Behavioral Health Examiners pursuant to current rules and regulations

  • Must have three years of experience providing treatment services for children with an emotional disorder or have three years' experience providing treatment services for children with an emotional disorder, intellectual disabilities, or on the autism spectrum

  • Must have three years of experience providing management and oversight of a program and staff

  • Experience working with children, youth, and families

  • Must have strong supervisory, organizational and interpersonal skills, communication, documentation detailed report writing skills and the ability to work independently and as part of a team

  • Must have verbal and written communication skills adequate to the specific job task required, including appropriate telephone etiquette skills.

  • Familiarity with Arizona systems, such as but not limited to, child welfare, behavioral health, AHCCCS health plans, and children and adults with high needs

  • Ability to write objective home studies, behavior treatment plans, corrective action plan responses, maintain accurate documentation, and interpret all policy and licensing rules

  • Ability to learn and maintain billing systems and monitor your program budget

  • Familiarity with AHCCCS and health plans and their policies surrounding therapeutic foster care

  • Knowledge of Google Suite software.

  • Ability to work flexible hours and ability to travel as needed; will be responsible for managing staff in Mesa, Surprise, and Tucson, Arizona

Additional Candidacy Requirements:

  • Must possess a valid Arizona driver's license, minimum of twenty-one years of age and meet driver requirements as specified by RISE Insurance Agency

  • Must be able to complete a successful background check, obtain a Level One Fingerprint Clearance Cardand Notarized Criminal Self-Disclosure
