DEFINITION:

Plans, organizes, directs and evaluates the technical and administrative operations of a clinical chemistry laboratory. Essential Job Functions

Plans and develops or directs the development of administrative practices, programs, and procedures necessary to assure the attainment by the biochemistry laboratory organization of its established goals and objectives.

Determines the personnel, equipment and supply, space and facility needs of the biochemistry laboratory; translates these needs into budgetary requests and develops or directs development of written justification.

Controls the technical and administrative operations of the biochemistry laboratory by observing performance of the work and reviewing records and reports on workload; verifies adherence to quality control procedures, safety standards, and other established criteria, the correct utilization of personnel, and the equitable distribution of the workload.

Establishes short and long-term goals and objectives for the biochemistry laboratory in terms of the kind and level of technical services to be provided to meet the needs of the patient population as expressed by the medical staff.

Participates in the recruitment and selection of subordinate medical technology supervisors; formally evaluates the performance of these employees and counsels them on steps necessary for them to improve their performance.

Plans, develops, and conducts an on-going program of education and consultation with the attending physician staff to develop and increase their awareness and understanding of biochemistry laboratory capabilities, help resolve specific problems of diagnosis, and receive feedback on action taken to improve laboratory services for better patient care.

Directs the planning, development, and evaluation of all training effort provided in the biochemistry laboratory organization to medical technologists, technologist-trainees, and pathology residents and interns.

Requirements

MINIMUM REQUIREMENTS:

A doctoral degree in biochemistry from an accredited college, one year of training as a licensed trainee or equivalent in clinical chemistry in an approved laboratory,* and one year of experience as a licensed technologist or equivalent in an approved laboratory.*

PHYSICAL CLASS: Light II:

Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

LICENSE:

Clinical Laboratory Scientist license issued by the California State Department of Health Services.

Special Requirement Information:

  • An approved laboratory is defined as a clinical laboratory that has a federal issued Clinical Laboratory Improvement Amendment Laboratory Certificate of Accreditation that authorizes the laboratory to accept human specimens for the purpose of performing laboratory examinations, and is accredited by the College of American Pathologist (CAP) or The Joint Commission.

Applicants must attach a valid legible photocopy of their license to practice as a Clinical Laboratory Scientist at the time of filing. Applicants who currently practice and/or reside in another state, must have a valid and unrestricted license to practice as a Clinical Laboratory Scientist.

The required license must be current and unrestricted; a provisional, probationary or restricted license will not be accepted.

Examination Content:

This examination will consist of an evaluation of education and experience based on application information, weighted 100%.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

Eligibility Information:

Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

No person may compete in this examination more than once every twelve (12) months.

Appointees may be required to work any shift including evenings, nights, weekends and holidays.

Qualifications Current California Clinical Lab Scientist license. Five years recent generalist experience, preferably at high volume or hospital laboratory. Must have knowledge of testing methodologies and how laboratory tests can support the diagnosis and therapy of patients, in order to interact with physicians, pharmacists and other healthcare personnel. Must have management skills such as planning, organizing, directing, and coordinating the work of others. The incumbent is required to have an academic background, practical experience, and teaching ability in laboratory science, as well as leadership skills in planning, organizing, directing, and coordinating the work of others. The incumbent needs to anticipate and respond to customer service expectations of the Health System and the Clinical Laboratories. Must have knowledge of infection control practices and use of laboratory tests to support this area. Must have current knowledge of CAP, Joint Commission, California State, CLIA and Cal OSHA guidelines and regulations. Must be able to work cooperatively as a member of a team and maintain a positive humanistic attitude.
