Job Summary
The Clinical Behavioral Health Manager is responsible for the day-to-day clinical operations for Cook County Health (CCH) Behavioral Health Services. This includes providing clinical leadership and supervision to the staff, offering clinical care and consultation when necessary, and actively participating in staff and student onboarding, orientation, and training. The Clinical Behavioral Health Manager collaborates with other clinical practice leaders, behavioral health staff, and other staff members to ensure optimal patient care and behavioral health best practices. The Manager develops established benchmarks for quality and performance in collaboration with operational leaders and tracks clinical performance indicators and developing action plans as needed. The Clinical Behavioral Health Manager is also responsible for developing and managing updates to department policies, procedures, and training to ensure compliance with all regulatory agencies and support excellence in behavioral health practice and patient care.
This is a grant funded position with a tentative end date on November 30, 2026.
General Administrative Responsibilities
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
Contribute to the management of CCH staff and CCH' systemic development and success
Discuss and develop CCH system policy and procedure
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
Typical Duties
Manages the day-to-day clinical operations.
Assumes clinical leadership and supervision of all staff.
Provides clinical care and consultation as needed.
Participates in the onboarding, orientation, and training of staff and students.
Develops established benchmarks for quality and performance in collaboration with operational leaders.
Works in collaboration with other clinical practice leaders, behavior health staff and other members of the multidisciplinary care team to ensure optimal patient care and behavior health best practices.
Develop and manage updates to department policies, procedures and training as requested to ensure compliance with all regulatory agencies and support excellence in behavior health practice and patient care.
Develops, implements and evaluates process and performance plans.
Oversees and ensures staff competency validation and education are current and appropriate.
Tracks clinical performance indicators and develops action plans.
Performs other duties as assigned.
Minimum Qualifications
Licensed in State of Illinois as one of the following: Licensed Clinical Social Work (LCSW), Licensed Clinical Professional Counselor (LCPC), Licensed Marriage & Family Therapist (LMFP) is required
Three (3) years of experience in clinical behavioral health is required
Two (2) years of behavior health experience supervising and/or managing a staff or program is required
Must be able to work flexible hours outside of a usual day shift schedule that may include evenings and weekends is required
Position requires moderate travel for which the individual must possess a valid driver's license and access to an insured vehicle is required

Physical and Environmental Demands
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
