The County of Ventura Ambulatory Care is seeking a qualified candidate to fill the position of Clinic Medical Director located at the Magnolia Family Medical Centers (East and West locations) in Oxnard.

WHAT WE OFFER

TheCountyofVenturaoffersanattractivecompensationandbenefitspackage.Inadditiontothesalaryofapproximately

$211,997.85 - $296,796.99 annually, an employee within this position will also be eligible for the following:

  • A general salary increase of 3.5% effective December 23, 2024.

  • Educational Incentive

  • May be eligible for an educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion bachelor's degree, OR 5% for completion of a graduate's degree.
  • Bilingual Incentive
  • Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
  • Executive Administrative Leave
  • The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service.

*Credit for prior public service may be considered (Management Resolution, § 1202A)

  • Annual Leave Redemption
  • The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).
  • Deferred Compensation
  • Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Effective February 9, 2024 (and annually thereafter in the third pay period of subsequent years), eligible employees meeting the criteria in Sec. 1907 of the Management Resolution will receive two percent (2%) of their annualized compensation contribution towards their 401(k) account.
  • Health Insurance Plans
  • Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $23,530 annually.
  • Flexible Spending Accounts-Increaseyourspendingpowerbyreimbursementwithpre-taxeddollarsforIRS- approved dependent care and health care expenses.

  • Holidays

  • 12 paid days per year which includes a scheduled floating holiday.
  • Pension Plan
  • Both you and the County contribute to the County's Retirement Plan. If you are eligible, you may establish reciprocity with other public retirement systems, such as PERS.
  • Public Service Loan Forgiveness (PSLF)-As a public employee with the County of Ventura, you may be eligible for student loan debt relief with U.S. Department of Education's Public Service Loan Forgiveness Program.

  • Relocation Incentive- This position may be eligible for a one-time relocation allowance of up to $15,000.

  • Executive Pay-for-Performance Plan: May be eligible for an annual or quarterly Pay-for-Performance Plan of up to $25,000 (Subject to the applicable section of the Management Resolution (Sec. 623).

The Clinic Medical Director is an at-will classification and exempt from the provisions of the Civil Service Ordinance.

Examples Of Duties

Duties may include but are not limited to the following.

Director Duties:

  • Provides medical direction and administration including, but not limited to, developing clinical practice guidelines.

  • Monitor the quality and appropriateness of medical care provided in clinic in accordance with quality metrics Agency is required to report to any accrediting or licensing bodies.

  • Working with the clinic administrator, prepares reports as needed, such as quality performance, productivity, and documentation delinquency.

  • Addresses provider performance issues with oversight by the Chief Medical Director

  • Ambulatory Care.
  • Manage provider relationships and enforce clinical and administrative policies and guidelines among physicians.

  • Participates in the recruitment process for new providers.

  • Engages and communicates with clinic providers regarding work and other standards.

  • Supervises physicians and mid-levels; performs quality assurance activities and oversee clinical peer reviews to address provider behavior issues and support the annual review process for clinic providers.

  • Supports local governance over provider schedules and maintains alignment/accountability with County ambulatory scheduling and template policies and procedures.

  • Reports to Clinic Leadership Team and Executive Team

  • Participates and directs provider and medical care team meetings, along with attendance to relevant meetings, including Agency physician leadership and medical staff meetings, and other meetings as requested.

  • Support and inform strategic planning activities conducted by Agency leadership as needed.

  • Establishes linkage with pharmacy, dental care, and community referral entities, social support resources to improve and expand the scope of serves available through community referrals.

  • Works with agency businesses, dental, pharmacy, and lab managers to address mutual concerns.

  • Establishes positive relationships with local medical community and attends local medical society functions.

  • Address patient complaints related to clinical care.

  • Performs other duties as assigned

Physician Duties:

  • Provides complete, comprehensive, family-oriented, culturally-sensitive clinical care for patients throughout the life cycle. This includes obtaining medical histories, performing physical examinations, making diagnoses, and treating patients.

  • Prescribes medications and treatment, monitors patients' progress, and adapts treatment as required.

  • Inoculates and vaccinates patients to immunize patients from communicable diseases.

  • Advises patients concerning evidence-based lifestyle changes that improve patient health and works with patients to develop self-management goals.

  • Coordinates with care team to provide high-quality patient care and ensure patient treatment goals are met.

  • Demonstrates ability to work with high volume of patients, internal/external customers, and appropriately manage frequent changes, delay or unexpected events.

  • Follows workflows that support quality improvement efforts and increase patient access.

  • Explains in clear understandable verbal and written language the care plan and any procedures.

  • Advises nursing and related personnel as to the administration of medication and treatment; writes physician's orders.

  • Gives or determines the need for medical tests, orders laboratory tests as necessary; interprets medical tests.

  • Consulting with other physicians and providers, refers patients to specialists when necessary, and working with other healthcare staff, such as nurses, assistants, and other physicians.

  • Keeps accurate and timely medical records and charts and adheres to documentation policies. Prepares various records such as progress notes, comprehensive care plans, summaries, etc. Documents gathered information in medical record as required by policies.

  • Keeps updated problem lists and medication lists for all patients.

  • Responds to portal messages and EHR inbox in a timely fashion and provides coverage for colleagues' inboxes when they are not available.

  • Counsels patients and families about physical, medical, and mental conditions; obtains appropriate consent for treatment from patients or parent/caregiver.

  • May participate in an on-call system.

  • Participates in meetings, conferences, and training sessions as determined by Ambulatory Care administration.

  • Follows safety protocols, including but not limited to using two patient identifiers and time-out procedures.

  • Keeps all medical staff privileging requirements up to date, including CME requirements.

  • Administers first aid or cardiopulmonary resuscitation in an emergency.

  • Complies with medical laws (for example, HIPAA). Demonstrates knowledge of domestic violence, child and dependent abuse protocols and mandated reporting.

  • Performs related duties as assigned.

EDUCATION, TRAINING and EXPERIENCE

The required knowledge and abilities can be obtained by five (5) years of experience as a primary care physician and five (5) years of experience in a leadership position in a primary care health setting.

Necessary Special Requirement(s)

  • Must be a licensed physician with the State of California.

  • Must be able to meet the VCMC Medical Staff Credentialing requirements as outlined in the Medical Staff Bylaws-https://hospitals.vchca.org/images/medical_staff/Bylaws_Revised_6.2018.pdf
