Job Description:

Kenjya-Trusant is seeking a candidate to fill the role of Climate Mitigation Assistant to provide substantive assistance to the Climate Change Mitigation Team.
Duties, Tasks and

Responsibilities:
  • Provide foreign policy support to Office, Bureau, Department and U.S. Government (USG) on problems and issues related to global climate change.
  • Participate with senior employees in implementing plans, strategies and policy decisions on climate change as approved by policy makers in Department of State (DOS) and USG.
  • Provide support for negotiations and related diplomatic efforts undertaken according to policy guidelines, and in developing new methods and criteria for the most effective participation by DOS, OES and EGC officials in USG negotiations on critical climate change issues.
  • Provide expertise, analyze important policy questions and summarize global climate change alternatives and options for the consideration of policymakers in EGC, OES, DOS, and the USG.
  • Prepare draft documents and reports-including position and briefing papers decision memoranda, international draft agreements, diplomatic and Congressional correspondence, resolutions, telegrams, summaries and assessments - for a wide range of foreign policy climate change issues. In support of international climate change negotiations, the Incumbent may assist in preparing detailed analyses of objectives, strategies and tactics required to further U.S. climate change goals in the UNFCCC and other multilateral and bilateral forums.
  • Assist OES/EGC managers on UNFCCC negotiations related to Climate Change Mitigation. Specifically, the Mitigation Assistant will assist senior officers by
  • Provide policy support to the Office of Global Change, Bureau and Department on problems and issues related to mitigation and transparency.
  • Prepare for negotiations on mitigation, transparency and related issues in the United Nations Framework Convention on Climate change (UNFCCC) and its subsidiary bodies.
  • Support interagency meetings designed to ensure that climate change policy initiatives, agreements and negotiations are consistent with U.S. foreign policy, economic, environmental and national security interests, and that the policy development process conforms to all legal and procedural requirements.
  • Analyze policy options for key DOS and Bureau officials, prepare analysis or operations and developments in support of international climate change negotiations that contain detailed analysis or the objectives, strategies and tactics required to further U.S. climate change goals in the UNCFFF and other multilateral and bilateral forums.
Required Experience:
  • Strong interpersonal and oral communication skills and the ability to write clearly and succinctly under time pressure in a large range of formats.
  • Ability to work under pressure with short deadlines.
  • Strong organizational skills and ability to pay attention to detail.
  • Ability to determine priorities without frequent guidance and the ability to work with a wide variety of actors, including policymakers, business leaders and members of the nongovernmental community.
  • Ability to learn quickly the complex organizational structure of the Office of Global Change and its relationships with the Office of the Special Envoy for Climate change.
  • Ability to obtain and maintain a Secret security clearance and DoS badge

VIEW JOBS 11/12/2018 12:00:00 AM 2019-02-10T00:00 <strong>Job Description:</strong><br /> <span style="color:#000000;">Kenjya-Trusant is seeking a candidate to fill the role of Climate Program Specialist and provide support services to the Office of Global Change (EGC) in the Bureau of Oceans, International Environmental and Scientific Affairs (OES).</span><br />  <br /> <span style="color:#FF0000;"><strong>Clearance Requirement -  </strong> </span><strong><span style="color:#FF0000;">SECRET  **Must hold active SECRET clearance at time of application</span></strong><br /> <br /> <strong>Duties, Tasks and Responsibilities: </strong><br /> This contract position supports key aspects of the EGC Program portfolio, with emphasis on project monitoring including the Green Climate Fund, and, including key support on tracking within year budget allocations and support for Congressional notification processes and activities.  Reporting to the Branch Chief for Funded Programs, the position performs a wide range of project management, budgetary processes, outcome and evaluation activities in support of the achievement of climate change goals.  Specifically, the Climate Program Manager provides supports to EGC through: <br />   <ul> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Preparation of draft notifications of funds to Congress consistent with the Congressional Budget Justification, helping to track funding obligations to ensure obligations do not exceed the annual appropriation, monitoring the implementation of EGC’s funded projects and collaboration for tracking implementation of the climate portfolio with a focus on advancing foreign policy objectives.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Liaison with the Office of the Legal Advisor and the Office of Foreign Assistance (F) to ensure adherence to evolving State Department interpretations, processes, procedures and guidelines.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Coordination with the OES Bureau’s Central Programming Unit and the Financial Management Division to support the implementation of the OES Bureau’s responsibilities for EGC’s funded programs to advance foreign policy objectives of the climate program.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Support the work of EGC’s Grants Office Representatives and Agreements Officer Representatives on grants and inter-agency agreements and other projects to advance foreign policy objectives including:  assisting efforts to verify performance indicator outcomes, gather and analyze performance data to monitor trends in outcomes and information on climate change for the annual performance plan and report.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Support for the implementation of State Department funding for international programs and initiatives on climate change mitigation and clean energy approaches, adaptation and resilience, and sustainable landscapes, including helping in the coordination with the Office of Foreign Assistance (F) resources, US Agency for International Development (USAID), other State Department bureaus, and other U.S. agencies as appropriate on programming U.S. foreign assistance resources for addressing climate change.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Maintain information on historical U.S. foreign assistance programming for addressing climate change, including OES, USAID, and other U.S. agencies, to aid in responding to requests for information and documenting the U.S. global contributions to climate change programs.</li> <li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Preparation of draft documents and reports related to climate change program areas, including drafting diplomatic, congressional and other correspondence, summaries and assessments; drafting must be done with minimal guidance and supervision, often under short deadlines and must be of high quality.</li> </ul> Further, the contractor supports the State Department’s climate programs, including the Green Climate Fund Board by reviewing and providing analysis of project and proposals; assists in preparing draft budget proposals, tracks the use of funds, and supports the monitoring and evaluation of key programs with the objective of advancing U.S. foreign policy objectives through EGC’s program portfolio.  <br />  <b> </b> <div style="padding: 0;
