Day to day, you'll

  • Greet clients in a personalized, friendly, and inviting manner

The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs.The Career Center Manager supports the NCWorks System, the Workforce Development Board (WDB), and the Division of Workforce Solutions (DWS) by successfully managing Center operations and executing day-to-day responsibilities of the career center to meet or exceed all identified goals and objectives. Will supervise a diverse team of professionals, including a staff of 3 DWS employees located in Rockingham serving Richmond County. Will utilize Integrated Services Delivery (ISD) model to plan and direct staff in providing employment services and job training to applicants and employer clients throughout Richmond County. Interacts closely with workforce partners, the WDB, economic development entities, and employers, to ensure the appropriate delivery of services to all clients. The Career Center Manager is the functional supervisor of all career center staff and is primarily responsible to the WDB (and/or designated Career Center Operator) and DWS Leadership. The Center Manager's responsibilities will include, but not be limited to: * Ensuring that all integrated operations at the assigned site(s) are meeting all system, Center, and program goals in conjunction with WDB guidance/policy. * Ensuring all decisions relative to the Center are made in the best interest of business and, job seeker customers, the WDB, and in alignment with local, state, and federal policies. * Developing a thorough working knowledge of all applicable laws, regulations, and policies to ensure proper implementation of what within the Center. * Ensuring all directives, policies, and procedures of the Career Center system are met and communicated through the WDB. * Participating as a local Leadership Team member with the WDB in development of interagency agreements such as Memorandum Of Understanding and resource sharing agreements; reviewing and updating as necessary .•Assisting in creating Career Center standard operating procedures that facilitate customer-focused work processes within each functional area, between and across functions. * Communicating all new (or changed) policies, procedures, and/or processes with relevant staff to ensure they have the most up-to-date and current information affecting their work. * Ensuring all functions are staffed appropriately and workload is organized to facilitate implementation of Career Center system goals. * Guiding staff to understand their roles/responsibilities within a function and in relationship to other functions to achieve the Center's goals. * Identifying needed staff development activities and providing and/or securing technical assistance and/or training. * Facilitating regularly scheduled Career Center staff meetings to foster teamwork, discuss Center operations, technical problems, and the status of projects, etc. * Continually improve upon and adjust, as necessary, the Center's products and services in response to customer feedback. * In coordination with the WDB, DWS, and other applicable partners, participating in ongoing comprehensive public relations activities across all communities in the region so there is public awareness and optimum utilization of the Career Center system, centers and services. * Consistently works with WDB leadership and other partner entities (where applicable) to resolve conflict and advocate for continuous improvement of service provision for both business and job seeker customers. * Attending relevant state, regional or local meetings, and sharing information with staff. * Initiate corrective action of DWS staff non-performance, and disciplinary action when needed. * Providing reports on Center activities as required by the WDB and/or DWS. Knowledge, Skills and Abilities / Competencies * Demonstrated knowledge of industrial and employment conditions within the State. * Demonstrated ability to analyze and interpret data related to local employment economic conditions. * Demonstrated ability to establish and maintain working relationships with applicants, employers, community organizations, and the general public. * Demonstrated thorough knowledge of a great variety of human resource programs offered in the service area. * Demonstrated ability to plan, assign, direct and review the work of subordinate staff in varied areas of technical and administrative responsibilities. * Demonstrated ability to direct the training of staff in the use of standard career and employment services techniques and procedures. * Thoroughly possess a general knowledge of best practices and procedures relating to effective supervision of three or more subordinate employees in the areas of: recruitment, selection, development, coaching, counseling, disciplining and evaluation of professional, technical and support staff and/or contractors. MANAGEMENT PREFERENCES: * Prefers considerable knowledge of the organization, operations, and objectives of the Division of Workforce Solutions and local Workforce Development boards. * Prefers adeptness at presenting DWS' view and in negotiating with parties. * Prefers commitment to work responsbilities via regular and consistent documented attendance, evidence of strong planning/scheduling skills. * Prefers strong working knowledge of NCWorks Online. * Prefers working knowledge of Economic Development. * Prefers understanding of all Employment Services, Workforce Innovation and Opportunity Act (WIOA),Unemployment Insurance (UI) & Trade programming. * NOTE: [Other preferences can be added at management's discretion.]* Minimum Education and Experience Requirements Bachelor's degree from an appropriately accredited institution and four (4) years of experience in public or private employment service related work including one year in a supervisory capacity; or Associate s degree from an appropriately accredited institution and six (6) years of experience in public or private employment service related work including two years in a supervisory capacity; or an equivalent combination of education and experience.
