General Information:

This position is responsible for managing the Jeanne Clery Act Compliance program for James Madison University. Under the direction of the JMU Chief of Police, the manager will be responsible to fulfill all Clery Act obligations. Mandatory reporting, policy implementation and updates as regulations dictate, collaboration with JMU, local, and state campus security authorities to ensure accurate reporting, record management, and auditing are critical to maintain compliance. This position will be the subject matter expert for the university staff on all Clery related questions. The officer will produce mandatory reports for the Department of Education and university leadership as required as well as establish student housing boundaries on and off campus and ensure all crime and fire events are captured and documented. The officer will collect and review crimes against students and analyze the data for trends and patterns. They will then produce detailed reports and presentations from this data and provide it to campus security authorities and leadership along with crime prevention and safety awareness training.

Duties and Responsibilities:

  • Provide reports in a timely manner based on established timelines that contain all necessary information in a comprehensive and informative format. The reports will include the following:

  • Yearly report of Crime and Fire logs

  • Clery reportable crimes

  • Published Daily crime and fire log on Clery website.

  • Daily record of emergency notification, community alerts, and timely notices.

  • Coordinate all CSA reporting and tracking of events to resolution.

  • Records management to be able to produce information for both internal and external requests.

  • Protect students' personal information and abide by all JMU policies on confidentiality, FOIA requests, and information sharing with outside agencies.

  • Yearly review of geographical boundaries of on-campus and off-campus JMU student populations. Ensure boundaries are clearly identified. Provide Campus Security Authorities details boundary details.

  • Campus security authorities are identified within the boundaries established, Clery related crimes within established boundaries are tracked, analyzed, and reported as required.

  • Training of campus security authorities of geographical boundaries and their duty to report Clery related crimes/events.

  • Account for all Clery Act crimes reported on and off campus.

  • Analyze crimes to determine patterns, trends, locations, and other distinguished characteristics to share with Chief of Police, JMU's Threat Assessment Team, local and state law enforcement agencies, campus leadership, and Risk Management.

  • Produce detailed presentations of Clery related crimes, trends, statistics, and preventive actions to share with JMU leadership.

  • Provide annual training for all Campus Security Authorities.

  • Develop, conduct, and update as needed, Clery Act training to be given to all JMU Police Department and Risk Management team members upon hire.

  • Research, identify, and communicate Clery Act updates, policy changes, reporting requirements, and other compliance related requirements.

  • Create and execute auditing schedule of Campus Security Authorities to ensure proper Clery reporting. Audit findings reported to Chief of Police or designee including details on recommendations and action plans to address deficiencies.

  • Subject matter expert on usage of the Emergency Notification System.

  • Audit use of Emergency Notification, Community Alerts, and Timely Notices to ensure proper usage as required by the Clery Act.

  • Create policies on emergency notification procedures.

  • Maintain and update JMU's Clery website as needed.

  • Monitors, receives, and acts upon all anonymous and online reports of potential Clery Act violations.

Qualifications:

  • Knowledge of Clery compliance requirements

  • Experience in a compliance field, public safety, risk management program or other highly regulated processes

  • Must possess research skills to research laws, regulations, publications and discern information to create local policy and practices.

  • Auditing experience with the ability to identify and correct risk factors

  • Ability to analyze data and determine trends and patterns and provide guidance on corrective measures to mitigate risk.

  • Strong analytical skills

  • Strong organizational, management and confidential record keeping skills

  • Professional report writing skills
