Job Responsibilities

Oversees the day-to-day operations of the Classification and Compensation Unit. Coordinates work assignments of staff, providing guidance, direction, and ensuring proper understanding and consistent application of procedures, rules, and regulations relating to classification and compensation.

Establishes and maintains effective working relationships with all levels of the organization, to include HR Managers, HR Coordinators, HR Liaisons, agency managers, senior leadership, and other HR Unit managers. Interprets and explains policies, procedures, and regulations as they apply to the processing of classification and compensation actions.

Reviews, analyzes, and processes all classification and compensation actions in assigned geographic areas. Ensures that paperwork is complete, accurate, and conforms to all Agency policies, procedures, and State HR Rules and Regulations.

Ensures proper classification of positions, makes salary recommendations for pay actions, and secures all necessary approvals. Oversees the dual employment and outside employment programs at SCDOT and processes requests in assigned geographic areas.

Evaluates the effectiveness of the Agency's Classification and Compensation Program and makes recommendations for improvements to procedures and workflow. Develops and/or consults with Agency leadership in the development, implementation, and application of internal policies and procedures governing the Program.

Develops and delivers training on classification and compensation. Makes presentations and leads meetings in areas of responsibility. Completes special projects and plans and directs salary and classification studies.

Counsels and advises on Homeland Security regulations. Reviews all I-9 forms in areas of responsibility to ensure compliance. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree and three (3) years of relevant human resources experience; or an approved acceptable equivalence. A motor vehicle operator's license is required.

The physical demands for the essential functions include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
