Primary Purpose of the position:

This position functions as support to the NCLEA program manager. It is considered a job share, and each portion consists of 20 hours per week as outlined in the description of work. Provide liaison and support to the NCLEA Program Manager, NCLEA Accreditation Committee, and all NCLEA Advisory Groups in an effort to support both Commissions and accreditation efforts throughout NC.

Criminal Justice Standards Division:

The Criminal Justice Standards Division administers the programs of the North Carolina Criminal Justice Education and Training Standards Commission (G.

S. 17C).

It is in the public interest that such education and training be made available to persons who seek to become criminal justice officers, persons who are serving as such officers in a temporary or probationary capacity, and persons already in regular service. Consistent with this public policy established in G.

S.17C, the Commission develops both mandatory and voluntary programs to improve the administration of justice in North Carolina by upgrading the capabilities and skills of criminal justice employees through programs and standards involving the employment, improvement, and retention of criminal justice officers. This includes job entry-level standards, training standards, and advanced in-service requirements for five separate categories of all criminal justice officers (CJO). Administration of programs related to the CJO certifications include but are not limited to law enforcement officer certification; correctional officer certification; probation/parole officer certification; juvenile justice officer certification; and local confinement officer certification.

Primary Purpose of the Program

The purpose of the North Carolina Law Enforcement Accreditation (NCLEA) program is to promote an elevated level of professionalism and establish standards for municipal, county and state Law Enforcement agencies in North Carolina.  The NCLEA Program Manager oversees NCLEA and is the primary contact person for all law enforcement agencies, detention facilities, and telecommunications centers pursuing NC state accreditation.

Primary Purpose of the position:

This position functions as support to the NCLEA program manager. The Assessment Coordinator will assist as participants complete the training. This position is designed to be a job share and works in conjunction with the Application Coordinator, and consists of 20 hours per week.

Assessment and Award Coordinator

Develop, implement, and oversee a comprehensive NCLEA Assessor Program, to include recruitment, selection, and training of Assessors; Monitor the performance of selected Assessors and ensure success for all NCLEA programs from application through to award (50%)

  • Coordinates, reviews, evaluates, and audits for compliance, accuracy, and accountability all state and federal grants administration programs utilized by NCLEA for programs in North Carolina.

  • Prepare fiscal notes and consult with OSBM using agency approved fiscal management programs.

  •  Recruit, select, and train NCLEA Assessors to ensure program needs are met

  • Schedule Assessment Teams as needed, ensuring Team Members have no conflicts of interest

  • Track assessments utilizing PowerAccred or other approved software, ensuring Assessors assigned appropriately

  •  Assist the Program Manager with the review of final reports submitted by the Assessment Team

Assists staff to ensures all grant reporting is done in accordance with federal/state requirements.

Liaison with law enforcement agencies statewide (25%)
1.Liaison with agencies through the North Carolina Law Enforcement Accreditation Network (NCLEAN). Includes attendance and participation at quarterly meetings and conferences.

 2. Assist with policy development and policy warehousing of model policies for law enforcement, telecommunications, and detention facilities seeking accreditation.

 3. Remain current with PowerDMS, PowerAccred, and other programs that manage accreditation processes and compliance.

 4. Assist with training programs and training delivery of modern accreditation programs.

Other Duties (25%)

 1. Responsible for compiling monthly statistical data for all NCLEA approved programs and activities.

 2. Assists in the formulation of Division policies and procedures.

 3. Provides training for staff development when requested.

Based upon these factors, a pay increase MAY or MAY NOT result.

THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO $22,294 to $28,387 (.50 FTE)  Salary offers for the selected candidate are based on the candidate's education and experience related to the position, as well as our agency budget and equity.

Knowledge of and ability to:

Oversee and coordinate with staff the application of all approved NCLEA programs from enrollment to assessment and through to agency Commission award.

Recruit and select Assessors to ensure a diversified and qualified Assessor pool

Establish and provide quality training programs for Assessors virtually and in-person.

Coordinate assigned Assessors throughout NC and coordinate multiple assessments simultaneously, ensuring no conflicts of interest with assignments.

Establish standardized assessment criteria and forms for NCLEA Assessors, remote file reviews, and site-based assessments.

Apply established criteria in an evaluation process.

Monitor and guide assessments and Assessors remotely from assignment through completion.

Utilize provided software to verify assigned Assessors work for accuracy and continuity.

Utilize provided tracking software to maintain and ensure program integrity.Some state job postings say you can qualify by an "equivalent combination of education and experience." Bachelor's degree from an appropriately accredited institution and two years of administrative and/or technical experience in criminal justice or law enforcement as it relates to the area of assignment,

or an equivalent combination of education and experience.
