Responsibilities

  • Receives and examines standard payroll authorization documents, makes necessary computations, and prepares proper forms for pay of civilian employees of various classification, status, and work shifts under the DCPS. Reviews time and attendance cards.

  • Assists the certifying officer in auditing the accuracy, propriety, and validity of payments for a full variety of transactions which affect pay, leave, taxes, benefits, and other deductions. Ensures pay files are updated and balance.

  • Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay.

  • Performs miscellaneous duties in support of the payroll function. Carries out special projects (e.g., buy-back of annual and sick leave for workers' compensation claims, military redeposits (post-56), etc.) which require moderate research and standard knowledge and application of civilian pay statutes, provisions, operations, and guidelines.

Qualifications

Specialized Experience:

GS-05 - Applicants must possess one year of specialized experience to at least the (GS-04) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience includes knowledge of a body of standardized rules and regulations relating to entitlements and deductions from civilian pay in order to determine entitlements and assess the propriety of actions for the full variety of transactions and to resolve problems of pay administration.

OR

I have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

I have a combination of experience as described in the job opportunity announcement and education. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of official transcripts.

GS-06 - Applicants must possess one year of specialized experience to at least the (GS-05) grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience which includes knowledge of an extensive body of accounting procedures required to understand and work with an identifiable segment of an integrated double-entry accounting system including knowledge of accounting files, logs, listings, document control systems to ensure daily disbursement and collect transactions are properly accounting for, recorded, audited, and reconciled.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a body of standardized civilian pay and leave rules, regulations, laws, allowances, and procedures, and the data system(s) used to support civilian pay actions.

  • Skill in performing arithmetic computations common to a payroll function.

  • Ability to compile, research, reconcile, and record financial data, and analyze payroll records and reports and take corrective action.

  • Ability to provide prompt and courteous customer service.

  • Ability to communicate orally and in writing.-

  • Ability to operate a calculator.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
