Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity. The range listed reflects the entire range and typical placement is entry to mid range.

Process includes: Application, Personal History Questionnaire, Interview, Polygraph, Psychological Evaluation, Background, Drug Screen.

Performs traffic accident field investigation. Patrols an assigned area of the City to enforce laws and ordinances related to the parking of motor vehicles; responds to a variety of traffic collisions to assist with investigating and taking accident reports; assists with traffic control; and performs related work as may be required.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Enforces all city ordinances, and regulations pertaining to the parking of vehicles on public and private property.

  • Evaluates information and determines the priority of actions necessary to conduct an investigation and prepare reports.

  • Investigates traffic accidents and documents detailed accident reports including identifying potential items of evidence.

  • Issues parking citations and warnings to violators.

  • Stores and impounds vehicles when necessary for parking in violation of state laws and city ordinances

  • Immobilizes vehicles for unpaid parking citations.

  • Responds to a variety of traffic collisions and incidents, interviews involved parties, witnesses and victims of accidents.

  • Prepares written reports, forms, and diagrams documenting accident investigation

  • Assists sworn police officers with accident investigation and interviewing witnesses at major accidents involving injuries and/or fatalities.

  • Investigates hit & run collisions.

  • Directs traffic at collisions, special events, malfunctioning traffic signals, or wherever necessary.

  • Observes intersection and arterial traffic flow.

  • Assists shift patrol officers with crime scene processing.

  • Conducts interviews at the police department or over the phone of victims, suspects, and/or employees and witnesses.

  • Retains organizational chain of custody paperwork for electronic filing submissions.

  • Testifies in civil and criminal court on behalf of the police department

  • Serves summonses, subpoenas, and notices

  • Prepares a variety of reports on incidents and police actions both manually and electronically.

  • Retains organizational chain of custody paperwork for electronic filing submissions.

  • Provides assistance to police officers, city staff, district attorney's office, other police departments and other government agencies.

  • Assists in preparation of material developed in investigations for presentations in court and/or testifies in court.

  • Contacts police/city staff, citizens, law enforcement or government agencies, and attorneys by using various communication tools to facilitate investigations.

  • Ability to safely operate a motor vehicle and to adhere to traffic laws.

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Strong knowledge of State of Colorado traffic laws.

  • Knowledge of the criminal justice system and administrative procedures.

  • Knowledge of investigative resources and computer databases such as CCIC, NCIC, DMV, Colorado Secretary of State, Homeland Security, State and County Court databases, Social Security Administration, police databases and people searching databases.

  • Requires a strong knowledge and experience base with public contact work, investigative procedures and law enforcement.

  • Requires the proficient skill and ability to use office computer software, tools and equipment including word processing and publishing software, Records Management Systems, computer scanners, facsimile machines and printers.

  • Requires a command of the English language and proper grammar and the ability to multitask and prioritize responsibilities.

  • Requires strong analytical and organizational skills.

  • Ability to write detailed, concise and accurate reports, memos, and letters.

  • Basic knowledge of investigative resources and computer databases such as CCIC, NCIC, DMV, Colorado Secretary of State, Homeland Security, State and County Court databases, Social Security Administration, police databases and people searching databases.

  • Ability to prepare narrative reports explaining investigative activity and findings and justifying prosecution of a case.

  • Ability to operate a motor vehicle.

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

  • Ability to work shifts, evenings, weekends, holidays and/or on-call hours.

SCOPE OF AUTHORITY:

Non-sworn civilian employee with enforcement authority. Receives general supervision under the direction of the Police Sergeant. Plans own work activities and prioritizes tasks. Works independently or as a team member to meet defined work plans and objectives and recommendations. Detailed procedures cover the majority of the work. Expected to make decisions based on organizational policy and/or precedent, occasionally expected to handle different and specialized situations in functional area.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed outdoors in all weather conditions and moderate to loud noise levels, and in an office environment with low to moderate noise levels. Frequently performs work near moving mechanical parts, and occasionally wet humid conditions, high precarious places, extreme cold or extreme heat. Physical effort and activities include: Frequent driving of a City-owned or personal motor vehicle to perform site inspections and investigations, ability to constantly talk, hear, taste or smell odors, use hands and fingers to manipulate objects, and frequently stand, walk, sit and reach with hands and arms. Occasionally required to climb or balance and stoop, kneel, crouch or crawl. Visual acuity is required to operate a motor vehicle and make general observations and inspections. Occasionally handles objects weighing up to 50 pounds, and up to 10 pounds frequently. This position may be required to work shifts, evenings, holidays and/or on-call hours.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Associate's Degree and three (3) years' experience in public sector, investigative, law enforcement or related field. A valid Colorado driver license is required. An equivalent combination of education, training and experience will also be considered.

Must be a minimum of 21 years of age, ability to obtain and maintain certifications and proficiency in all job related required areas such as CPR, Precision Driving and CCIC/NCIC Crime Computer.

Preferred Qualifications:

Experience, training or coursework related to the field of parking enforcement and traffic accident investigation.

Full Time Employee Benefits
