You will serve as a Civil Engineering Technician within the Public Works Department Seal Beach, Detachment Corona of NAVFAC SOUTHWEST. The purpose of this position is to prepare cost estimates and job plans in sufficient detail to show specific equipment, material and personnel requirements for maintenance, repair, alteration, or renovation of facilities and/or equipment.

You must have one year of specialized experience equivalent to the next lower grade level (GS-08) or pay band in the federal service or equivalent experience in the public or public sector performing the following duties: 1) Providing technical support in engineering or construction projects for maintenance, repair and/or construction of facilities, systems and equipment; 2) Assisting with conducting analysis and assessments of facilities, sites and environmental conditions; 3) Assisting in designing, planning, and cost estimating for the trades and crafts involved in execution of facilities services; 4) Using material specifications, technical bulletins, material orders, to assist in determining materials for use in construction projects; 5) Communicating effectively with customers and management.

For applicants who are current or prior Federal competitive or excepted service employees, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. You must have one year of specialized experience equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the public or public sector performing the following duties: 1) Preparing preliminary (fundable) cost estimates, project evaluations, field studies/reports, and concept drawing/sketches. 2) Researching and preparing informal contracts and related specifications. 3) Recommending various systems, material and most economical/feasible construction methods for job completion. 4) Determining cost of material, labor hours, furnishes material lists, and provides sketches and/or detailed drawing (which may be accomplished using AutoCAD or similar computer programs) to appropriate work centers. 5) Reviewing proposals for completeness, accuracy, and reasonableness.

Areas of responsibility include: * Providing leadership to mechanical and electrical engineers, and designers. * Mechanical & electrical engineering projects, including obtaining customer specifications and designing mechanical components of the machinery. This involves working closely with the Sales Department, application of mechanical engineering knowledge of machinery principles and materials, manufacturing methods and processes to insure designs are functional, practical, economical and satisfy customer operating requirements. * Designing machined and fabricated parts (including manufacturing methods) which includes shafts, bearings & housings, valves, drive components, mounting plates & precision spacers, structural frame weldments, sheet metal bins, channels, covers, ducts etc. Prepares proper Bills of Materials based on design, using primarily Solidworks as well as Autodesk Inventor and Cadlink software and release those BOMs to planning. * Analyzing and prioritizing projects based on the scope of established customer delivery dates. Assigning duties to designers and engineers as per requirements from production schedule. * Partnering with Manufacturing to ensure machinery designs are properly fabricated, parts machined, and assembled which may include revising of mechanical design specifications/drawings. Interfacing with the Production Department to conduct machinery mechanical testing and interfaces with other departments e.g. sales/marketing, parts, purchasing, etc., to coordinate work/projects to ensure customer on-time delivery. Preparing and directing reports to other departments to address and resolve inquiries and problems. * Serving as a technical resource for customers and Service Department's Service Technicians to address and resolve inquires and problems, especially during machine installation and start-up in customer plant(s). * Traveling to customer sites. (Approximately 10% of the time) * Directing and reviewing work of engineers and designers/drafters. * Participating in hiring, performance evaluation, employee relations and other employee-related activities. REQUIREMENTS * 10+ years of experience in design and/ or application engineering of which 4+ years are in a supervisory or a managerial role.
