To lead, oversee and participate in the more complex and difficult work of staff responsible for performing technical engineering tasks including surveying, computer aided drafting, engineering GIS, inspection, and making computations for engineering programs and projects; and to perform a variety of technical tasks relative to assigned area of responsibility.

Essential Functions:

1.Draft and prepare complex plans using AutoCAD Civil 3D and contract documents for review and approval by appropriate engineering staff; assist in the design of assigned projects

2.Train more junior staff in their areas of work in technical engineering methods and techniques, AutoCAD Civil 3D, GIS, and in the set up and use of equipment.

3.Support technical engineering programs, projects and activities with those of other divisions, outside agencies and organizations.

4.Utilize, interpret, and comprehend various maps, including aerial photos, contour drawing and as-builts for both project design and to convey the information to the public.

5.Perform research on completed projects; draft and update City maps, plats, details and various forms with acquired data.

6.Perform preliminary surveys to collect data for construction plans; interpolate survey notes; download points into appropriate files and generate triangulated, irregular, network (TIN); assist or perform construction surveying activities.

7.Maintain a variety of accurate records and files on daily activities of contractors; record changes in approved plans.

8.Act as the owner's site representative with authority to accept or reject work completed by contractors. Measure and record bid items and quantities; prepare monthly pay applications.

9.Observe construction activities for compliance with specifications; assist contractors in resolving unusual construction conditions to meet the intention of the specifications. Provide guidance to more junior staff on how to consistently apply compliance.



  1. Collect as-built and GIS infrastructure data.

  2. Coordinate technical engineering activities with those of other divisions, outside agencies and organizations.

  3. Estimate time, materials and equipment required for jobs assigned; compile and file notes on various projects.

  4. Review, calculate, and validate bid quantities from construction plans prepared by the Engineering Department.


Marginal Functions:

1.Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

2.Assist with the support of emergency management field inspections.

3.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the technical engineering field.

4.Perform other duties as assigned.

Knowledge: Advanced principles and procedures of technical engineering practices including, AutoCAD Civil 3D drafting, mathematics, construction methods and inspection, engineering standards; Understanding of computer aided drafting, surveying, inspection and testing equipment; Principles and procedures of record keeping; Advanced principles of GIS data gathering and application; Awareness of occupational hazards and standard safety practices; Awareness of new trends and innovations in construction methods and techniques; Principles of basic supervision and training.

Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Abilities: Independently apply design and construction standards to plan set preparation using AutoCAD Civil 3D; Perform construction inspection practices on public infrastructure projects; Make complex engineering computations with accuracy; Use and operate a variety of surveying and inspection equipment in a safe and effective manner; Evaluate and set priorities in order to oversee multiple, concurrent projects in the field; Understand and follow oral and written instructions; Understand and apply knowledge and guidance from more senior staff; Read and interpret complex engineering plans and specifications. Provide technical training to more junior staff; Prioritize work, meet deadlines, and make sound decisions within established guidelines; Work independently in the absence of supervision.

Experience:

Five years of increasingly responsible technical engineering, land surveying, and CADD/GIS experience, dependent upon assigned area, including project supervision of Engineering Technicians.

Training:

Equivalent to an Associates degree from an accredited college or university with major course work in surveying, drafting, engineering, computer science or a related field.

Credentials:

Possession of, or ability to obtain, an appropriate International Municipal Signal Association Work Zone Temporary Traffic Control Technician certification.

Possession of, or ability to obtain, a valid driver's license.
