Job Overview

The Civil Engineering Manager Manages contract programming efforts to ensure requirements for new facilities, maintenance, repair, and demolition of existing facilities are met.

Work Model: Onsite/Office-Based

Responsibilities

Essential Duties & Job Functions:

  • Manages design efforts to meet mission requirements for construction, or maintenance and repair of the facilities. Implements changes and directs training when required.

  • Identifies problems and takes corrective action to maintain the approved design schedule.

  • Routinely reviews design progress to ensure design work will be completed in time for the planned acquisition of the project.

  • Ensures project databases are constantly updated; project approvals are current and reflect the applicable approval authority, and that all project drawings reflect the proper coordination.

  • Performs construction management.

  • Monitors construction status, modifications, site problems, cost overruns, etc. to ensure project achieves desired outcome.

  • Prepares drawings for visual presentation programs using computer programs, including mounting drawings and setting up appropriate presentation tools.

  • Oversees subcontractors and service providers performing in any of the aforementioned area of responsibility.

  • Acts as technical advisor for all matters relating to assigned functional areas.

  • Interfaces with Government client to provide briefing, discuss operational issues, and represents the site in technical and operational evaluations.

  • Serves as engineering consultant on all assigned design projects; provides professional consultation on a wide range of engineering issues and problems; provides advice to requesting organizations. Interfaces with contractors, architect and engineer (A&E) firms, and contracting officers to resolve unforeseen problems during design.

  • Identifies regulatory constraints and communicates essential information to expedite work.

  • Coordinates the preparation of and reviews A&E statement of work (SOW); provides standards and criteria for specialized, difficult, or unusual project requirements; reviews preliminary and final engineering plans, specifications, and cost estimates of A&E firms or other government agencies to ensure design excellence and compliance with specifications.

  • Coordinates projects with engineers or with architects; applies knowledge of other disciplines to determine coordination effort required to address various planning or design issues.

  • Mentors other engineers and provides in-house technical expertise to all disciplines.

  • Assigns, instructs and checks the work of engineers on staff and assists in training department personnel.

  • Keeps abreast of emerging technologies; uses computers/computer software such as information management programs, computer-aided design, and drafting (CADD) programs, and project tracking programs to keep projects on track; keeps current on relevant software applications.

  • Understands predictive maintenance technologies and recommends ways to integrate predictive maintenance PdM into operations and maintenance processes.

  • Integrates facility systems to achieve maximum operating efficiencies, capabilities and reliabilities.

  • Performs related duties as assigned.

Job Requirements

Mandatory:

  • Bachelor's Degree in Mechanical, Electrical, or Civil Engineering OR a Bachelor or Master's Degree in Architecture from an ABET/NCARB Accredited University.

  • Completion of WENG 400 and 519; WMGT 322, 422, 423 and WTSS 200.

  • Must have at least seven (7) years' experience managing, providing, operating and maintaining highly complex infrastructure and facilities.

  • Must be able to acquire and maintain a Secret Security clearance.

  • Ability to acquire and maintain government identification/common access card.

  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.

  • Valid state Driver's License with acceptable driving record pertinent to the position.

  • Ability to successfully pass any background checks and/or drug testing required on the contract.

  • Must be able to read, write and speak English.

  • U.S. Citizenship.

  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
