Job Summary:

The City of Greeley is accepting applications for a Civil Engineer II/III that will perform activities involving water system analysis, planning, rehabilitation, construction and decision making related to the expansion and replacement of the City's water infrastructure. The position will help lead projects on pipeline infrastructure, pump stations, treated water reservoirs, and assist in the management of capital improvement projects (CIP) with the Engineering teams.

The City of Greeley is seeking a Civil Engineer II/III. These are mid-level engineering position within the Engineering division of the Water and Sewer Department. The Civil Engineer II/III will provide project management of simple to intermediate water distribution and transmission projects concurrently. Areas of responsibility include the planning, budgeting, permitting, design, and construction of the City's water distribution and transmission system with significant input on expansion and rehabilitation of the system. The Engineer will work with operations and engineering staff to optimize the water distribution system to improve water quality, pressures within each zone, fire flows, storage reservoirs, pump stations, and long-term buildout of the system. Responsibilities will include permitting, project planning, budgeting, design, construction management, management of consultants and contractors, and coordination with stakeholders and the public. The successful candidate will provide guidance to City staff on water quality and infrastructure and project administration and requires self-motivation, water distribution experience, sound engineering judgment, problem-solving skills, and the ability to work independently and manage significant responsibility.   • This position is a full-time, term-limited position funded for 3 years from the date of hire, with the possibility of becoming permanent if additional funding is approved at a later date. This position is benefit eligible.

Experience, Knowledge, Skills:

Minimum Requirements

Level II:

  • Minimum of three (3) years of related experience in civil engineering or related work experience (completion of master's degree in related field may be substituted for one year of experience)
  • Engineer in Training (EIT) that must have ability to obtain Colorado Professional Engineers license within one year.

Level III:

  • 7+ years of experience in municipal engineering or similarly related work experience in a non-governmental environment.

  • Licensed Professional Civil Engineer (PE).

All Levels

  • A Bachelor of Science degree in Environmental, Civil, Agricultural, or Water Resources Engineering or closely related field

  • Experience in the design, construction, and oversight of water or wastewater projects that includes knowledge of the materials, design methods, and construction techniques used in the design.

  • Ability to manage Capital Improvement budgets, select and implement procurement methods, host construction management meetings; hold pre-bid and pre-construction conferences; and complete periodic field inspections, change orders, and invoicing.

  • Valid driver's license

  • Candidates should have skills in software packages relating to Microsoft office, hydraulic modelling, GIS, and AutoCAD.

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred

  • Master's degree from an accredited college/university program.

  • Five (5) - fifteen (15) years of experience in civil and water engineering or related experience.

  • Licensed Professional Engineer (PE).

  • Knowledge of environmental permitting requirements including those regulated by the National Environmental Policy Act, Clean Water Act, and the Colorado Department of Public Health and Environment.

  • Skills in software packages relating to ArcGISPro, InfoWater, and AutoCAD Civil 3D.

Essential Functions:

  • Hosts construction management meetings, pre-bid, and pre-construction conferences; and completes periodic field inspections, change orders, and invoices.

  • Provides project leadership including time management, project costs, and project schedules, including negotiating project scope of services and fee schedules.

  • Manages consultant and contractor contracts.

  • Oversees project planning, permitting, project plans and specification development, invoicing, construction management, and construction inspection activities.

  • Assists Engineering Development Review in defining development requirements based on governing codes and criteria.

  • Reviews hydraulic/utility reports and plans for the expansion of municipal water systems.

  • Performs technical research, reviews work products or completed construction projects, evaluates alternatives, and provides reliable recommendations and advice in order to move projects forward.

  • Periodically presents projects and work products to coworkers or at board, City Council, or public meetings.

  • Works effectively with coworkers, consultants, governmental agencies, contractors, stakeholders, and general public to achieve the City's objectives.

  • Responds to requests for information and engineering assistance from coworkers, other departments, governmental agencies, and the general public.

  • Completes other tasks as assigned.

Work Environment and Physical Requirements:

Work Environment

  • The work environment is a combination of in-office and field locations with frequent interaction with other staff and frequent participation in meetings.

  • May be required to travel up to 10% of the time for training or conferences. Travel outside of the office will be dependent on project needs, coordination, and activities within Greeley and Northern Colorado.

  • Exposure to all weather conditions and various types of noise when on project sites.

  • Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are provided and used as needed.

  • Position requires incumbent to be ambulatory.

  • Mobility and manual dexterity to inspect work sites, operate vehicles, and use computer equipment.

  • Vision enough to interpret written documents, interpret engineering drawings, and inspect work products.

  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the public.

  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces.

  • Manual dexterity to operate computer equipment and vehicles, to accurately input, retrieve and verify work assignments, and use hands to finger, handle, feel and reach with hands and arms.

  • Duties may occasionally require light to moderate physical effort including stooping, kneeling, crouching, crawling, frequent standing, or walking, frequently lifting and/or moving up to 10 pounds, and occasionally lifting and/or moving up to 25 pounds.

  • Extensive work is performed on a computer.
