Job Summary
This position is located in the District Department of Transportation, (DDOT), Infrastructure Project Management Division (IPMD). The purpose of this position is to manage the delivery of design and construction of complex transportation, hydraulics, and stormwater management projects which require specialized knowledge of engineering principles in hydrology, hydraulics, and low impact development (LID) or stormwater management retrofits. Applications for this position will be accepted on a rolling basis until the position is filled.
The Civil Engineer serves as a senior technical specialist in the Hydraulics and Stormwater Management Program. The position responsibilities include: managing and contract administration for the design and construction of hydraulics, drainage stormwater management, and retrofit projects; reviewing drainage and stormwater management elements of projects in the public right of way; providing technical expertise to support other divisions in DDOT concerning drainage and stormwater management; communicating with a wide variety of stakeholders; review plans, specifications and quantities with drainage and stormwater management submitted for approval by design consultants and through permit applications per DDOT standards and specifications.
Duties and Responsibilities
Serves as an advisor to management in the decision-making process concerning difficult, advanced, and critical civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, and budget processes for multi-year and long and short-range work plans for a diverse array of projects.
Performs advanced professional civil engineering assignments, managing the design, delivery, and completion of difficult, critical, and/or costly construction projects. Performs individually or as a team leader, projects typically requiring the knowledge of the physical sciences and mathematics underlying engineering, and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, theory of structure, strength of materials, engineering geology, and/or surveying.
Qualifications and Educations
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Specialized Experience: Specialized experience is the experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Licenses and Certifications
A valid driver's license with an acceptable driving record may be required.
Working Conditions/Environment
Majority of the work is in an office setting; however, during field visits, the incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather conditions, and noisy work areas.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12.
As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
