Job Summary

This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA), Anacostia Waterfront Initiative (AWI), Bridge Structures Inspection and Remedial Engineering Team. As the Bridge Preventative Maintenance Engineer, the incumbent manages DDOT bridge preventive maintenance and repair projects. The projects typically require knowledge of bridge design, construction, and construction contract administration.

The incumbent participates in the development of bridge maintenance and repair project construction documents (plans, specifications and estimate); manages construction management services and preventative maintenance/repair construction contracts and contractors. The incumbent ensures work activities of contractors are performed in full conformance with the intent of contract documents, exercises responsibility for acceptance or rejection of materials provided and installed, determines acceptability of workmanship, confers with contractors during construction to prevent delays and control costs, ensures residents are properly notified of pending work, and ensures traffic is properly and safely maintained.

Duties and Responsibilities

Serves as an advisor to management in the decision-making process concerning difficult, advanced, and critical civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, budget processes for multi-year and long and short-range work plans for a diverse array of projects.

Operates typically, with full responsibility for development and/or coordination over a broad range of engineering activities and projects, covering a variety of complex issues. Develops schedules for orderly and timely accomplishment of the work, obtains any necessary data and information from outside sources, and advises other engineers on solutions to technical problems.

Provides instructions, training, and guidance, as needed. Participates in the devilment of performance standards and the evaluation of team members work performance, as requested by the supervisor.

Qualifications and Educations:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Specialized Experience:

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Experience with bridge design, construction and/or National Bridge Inspection Standards (NBIS) bridge safety inspections, bridge engineering specifications, practices, policies, and guidelines is essential.

Licenses and Certifications:

A Professional Engineer (PE) license in the District of Columbia is preferred.

Certification as a Project Manager by an accredited learning institution and/or from the Project Management Institute preferred.

Must possess and maintain a valid driver's license and have an acceptable driving record.

Working Conditions/Environment:

Majority of the work is in an office setting; however, during field visits the incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather conditions and noisy work areas.

Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, applicants must successfully pass Pre-employment and Biennial Criminal Background, Traffic Records Checks, and Drug and Alcohol Testing.

Emergency Designation: This position has been designated as an emergency employee position under District Personnel Manual's provisions, Chapter 12.

As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
