This position is accountable for providing overall direction for district land acquisition activities including acquiring the necessary rights-of-way required to successfully complete the district highway construction program; for managing state-owned property; for administering the State Relocation Program as well as portions of the Highway Advertising Control Act and the Recyclers and Junkyard Control Act; for monitoring the local agency acquisitions; and, for directing highway and land surveys in the district.
o Bachelor of science degree in engineering from an ABET accredited university
o Current registration as a Licensed Professional Engineer in the state of Illinois
o Ten years of experience in civil engineering, five of which should be responsible supervisory control in the planning and in the direction of land acquisition
Comprehensive knowledge of the principles of civil engineering with specialized knowledge of public works engineering
Comprehensive knowledge of the modern methods and practices of public works construction and maintenance operations
Comprehensive knowledge of the laws controlling the activities administered
Ability to initiate, coordinate and direct large-scale land acquisition programs or research and planning activities of a difficult technical nature
Ability to promote, establish, and maintain harmonious relationships with staff and public
Good oral and written communication skills
