Overview

This position will serve as a civil engineer responsible for assisting Customs and Border Protection (CBP) execute its tactical infrastructure (TI) construction, maintenance and repair program, which generally consists of the life cycle planning and execution of construction, maintenance and repair along the borders of the United States. The civil engineer shall have experience in the planning, design, construction, of horizontal projects including working understanding of Hydrology studies. The candidate shall have strong communication skills, a demonstrated ability to deliver "innovative solutions" and possess the skill of "creative problem solving."

Responsibilities

  • Supports the chief engineer, USBP Wall Program Manager and leadership as a technical advisor & subject matter expert for engineering and construction related matters.

  • Supports chief engineer and may act on behalf of chief engineer as agency liaison with U.S. International Boundary and Water Commission.

  • Responsible for reviewing engineering designs and providing recommendations.

  • Assists with planning, design review and construction oversight of the most challenging/complex wall segments

  • Serves as a program expert and spokesperson for technical engineering and construction related issues with responsibility to present, explain, and defend to higher-level officials in CBP, DHS, and other government agencies and interested public groups

  • Collaborates with the U.S. Army Corps of Engineers (USACE), Engineering, Business Management, key stakeholders, and other offices throughout the project life cycles

Qualifications

  • 6+ years of relevant experience and a Bachelor's degree in Civil Engineering.

  • A current Professional Engineer (PE) license

  • Project Management Professional (PMP) certification is a plus.

  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.

  • Ability to communicate clearly with a variety of stakeholders.

  • Ability to effectively solve problems.

  • Strong communication skills, both oral and written.

  • Available for approximately 40% travel

Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Using education and innovative methods to protect the more than 4 million residents of Maricopa County and its visitors, our Environmental Health professionals take proactive steps to: * Regulate food safety in eating and drinking establishments * Work with stakeholders to keep our water supply free from contamination (including monitoring drinking water systems, inspecting aquatic health and safety, reviewing water & sewer plans) * Manage septic systems * Safeguard waste disposal * Regulate stormwater quality * Manage centers and facilities for certain recyclable and waste items; and * Provide surveillance/enforcement activities to help minimize vector-borne health risks ABOUT THE POSITION: The Civil Engineer provides professional engineering work of considerable difficulty to ensure water, wastewater, reclaimed water, stormwater and swimming pool facilities and systems are planned, designed, constructed and operated in compliance with regulatory, code and engineering design requirements to protect public health and safety. Position Qualifications We recognize your time is valuable, so please apply if you meet the following required qualifications: Education: * Bachelor's degree in Civil, Sanitary, Environmental or closely related engineering field, that includes course work in fluid mechanics, hydraulics, or water and wastewater system design. Experience: * Three (3) years of professional engineering experience in planning, designing, constructing, maintaining, inspecting, operating or permitting of water supply, treatment, and wastewater treatment facilities. Other Requirements: * Registration as a Professional Engineer by the state of Arizona of Technical Registration or show proof of eligibility for reciprocity and obtain Arizona registration within six (6) months from the date of hire. * Must possess or have the ability to obtain by the time of hire a valid Arizona Driver's license. Essential Job Tasks * Performs detailed technical engineering analysis of proposed water, wastewater and reclaimed water infrastructure to ensure compliance with applicable regulatory, code and engineering design requirements. * Performs complex technical evaluations of proposed water, wastewater and reclaimed water infrastructure projects and prepares recommendations for acceptance or rejection by regional metropolitan governmental planning agency policy boards. * Reviews new technologies and processes within the program area and conducts inspections of facilities during construction to ensure compliance. * Works with regulatory and engineering consultant stakeholders to resolve discrepancies and update program guidance documents or draft regulatory changes. * Responsible for consulting, mentoring and in charge of operations and projects from Engineers and Associate Engineers. * Develops testing protocols and reviews plans for the commissioning of water, wastewater and reclaimed water facilities and systems. * Performs operational, engineering inspections of water and wastewater facilities. * Uses knowledge of regulatory requirements and design standards to ensure that systems are operating within proper parameters. * Meets with owners, municipal and public utility representatives, consulting engineers and contractors to review project scopes, presents plan reviews, and discuss field inspection findings. * Writes detailed technical reports of a specialized nature and make presentations at industry conferences. * Represents the program at committees, meetings with the general public, industry representatives, regulatory agencies and/or other governmental organizations. Working Conditions: Requires some work at field locations with exposure to dust, construction and operational noise, strong odors and uneven terrain. Fieldwork may occur in all weather conditions, including extreme heat. May be subject to bending, reaching, twisting, kneeling, climbing, and stooping. May be subject to repetitive motion such as typing or data entry. Frequent computer use involving the need to see details at close range. May be subject to working after hours, weekends, and holidays. Exposed to outdoor climate conditions and indoor commercial environments that are sometimes wet, unsanitary, and hot. Protective clothing (i.e. hard hat, steel toes shoes) is necessary for some environments.
