ANNUAL SALARY RANGE: $83,416.00 - 139,024.00 (Salaries are paid biweekly)

ANNUAL ANTICIPATED HIRING RANGE: $99,000.00 - 123,000.00 (Salaries are paid biweekly)

Job Summary

The City of Fort Collins Wastewater division is actively seeking an experienced Civil Engineer III to join their Wastewater and Biosolids team. In this critical role, you will spearhead the identification, planning, budgeting, coordination, and design of crucial infrastructure projects involving Wastewater capital improvement and replacement projects. You will be responsible for working with internal teams as well as managing third party contractors for various projects. The ideal candidate will possess a comprehensive understanding of civil engineering principles, coupled with extensive experience in project management and team leadership. Strong communication and interpersonal skills are essential, as you will collaborate closely with internal stakeholders, external partners, and regulatory bodies to achieve our collective goals.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Coordinates work activities of the project management division with other City departments, divisions, or the public as needed in order to sustain or enhance service levels to the public.

  • Develops the project Scope of Work for all types of municipal projects.

  • Manages design of projects from conceptual ideas to final design.

  • Manages project budgets, anticipates financial changes for the projects, and maintains, records of the projects.

  • Develops pre-conceptual, preliminary, and final cost estimates.

  • Establishes policies and procedures and ensures work is done in accordance with those policies and procedures

  • Ensures consistency with project management staff responsible for enforcing rules and regulations, government laws, city ordinances or codes.

  • Directs preparation and modification of reports, specifications, plans, construction schedules, and/or designs for project or program. Ensures completion of assigned projects and programs within established budgets.

  • Performs review and final approval of infrastructure replacement or improvement projects.

  • Performs site inspection to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

  • Represents the department and serves as a technical information resource for the public, consultants and developers, City boards and departments, City Council, and other organizations regarding specific projects or general engineering questions; may prepare presentations and written materials.

  • May be responsible for master planning of specific systems, which includes computer modeling.

  • Conducts public outreach related to infrastructure replacement projects. Includes preparation of brochures, handouts, web site, presentations, etc.

  • Presents design alternatives to the public and obtains informed consent for construction of improvements.

  • Assist City Safety & Risk Management staff.

  • Assist with and coordinate contractor and project safety.

  • Accomplished and proven in ability to apply advanced mathematical concepts.

  • Uses strategic critical thinking in approach to problem solving, issue resolution and solution development.

Required Qualifications

MinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in engineering from an accredited college or university or equivalent work experience.

Experience Requirements

  • A minimum of eight years related experience is required. Experience managing the design and construction phases of complex large-scale water, wastewater and stormwater capital projects is required.

Certifications/Licenses/Specialized Training

  • Valid driver's license. Professional Engineer (P.E.) registered in the State of Colorado or ability to obtain within 6 months if currently holding a valid PE from another state., Project Management Professional (PMP) certification form the Project Management Institute preferred.
