CIVIL ENGINEER III
CLASSIFICATION TITLE: CIVIL ENGINEER III
PURPOSE OF CLASSIFICATION
Performs professional engineering, technical, supervisory, and administrative duties for the County's Transportation and Development Department. Work involves administering engineering projects and/or programs; reviewing and/or preparing plans and drawings; supervision subordinate engineering and technical staff; and obtaining, analyzing and interpreting engineering data for use in project planning and development. Work requires independent decisions while operating under the general supervision of the Chief Engineer. Position works within an assigned specific division or section of the Transportation and Development Department.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs professional engineering work for assigned projects and/or programs pertaining to transportation and/or development. May specialize in specific areas of design for engineering projects/programs including signing and pavement marking program, construction inspection, roadway and drainage design, traffic signal design and operation, surveying and property documentation, land disturbance, traffic data collection, traffic operations, utility permitting, roadway re-striping program, feasibility studies, design reviews, etc. Work requires considerable knowledge of department programs and services; and of the standards, policies and procedures which govern project planning, design and construction.
Supervises subordinate staff engaged in technical and engineering support functions such as drafting, surveying, traffic signal installation, project inspection, utility coordination, etc.; assigns work; provides guidance and direction; resolves work place issues; counsels employees; provides and/or coordinates professional development; and evaluates performance. Provides guidance and training to junior engineers and technicians.
Obtains, analyzes, interprets and applies engineering data for use in project plans; prepares reports, cost estimates, recommendations, summaries, presentation materials, and correspondence regarding findings and results. Communicates with Citizens concerning projects and complaints to ensure safe and efficient operation of the County's transportation system. Attend public meetings to present projects, answer questions and to proactively engage citizens.
Reviews and/or develops plans for assigned transportation and development projects; ensures plans adhere to applicable ordinances, regulations, accepted practices, and engineering principles. Inspects ongoing project work as assigned and ensures compliance with project specifications, standards, applicable ordinances and regulations, environmental standards and regulations, accepted construction methods, approved budget and engineering principles.
Communicates with and coordinates activities with various governmental agencies at the Federal, State, and local level to ensure compliance and quality work products are achieved. Guides, reviews, and approves work of consultants and/or contractors.
ADDITIONAL FUNCTIONS
Performs specific duties for assigned department division or section. These duties could be specific and potentially unique to the assigned role within the department. Examples include but are not limited to roadway design, utility permitting, right-of-way acquisition, land development, project design and programming, traffic flow, roadway safety, traffic control devises, construction methods, and construction inspection.
Participates as needed in efforts related to inclement weather conditions, natural disasters, and other emergency situations.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Bachelor's degree in Civil Engineering or a closely related field; supplemented by six (6) years of experience performing engineering and technical work, two (2) of which includes supervisor duties OR Associates Degree; supplemented by nine (9) years of experience performing engineering and technical work, four (4) of which include supervisory duties OR High school diploma or GED, supplemented by twelve (12) years of experience performing engineering and technical work, five (5) of which include supervisory duties OR or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Georgia driver's license.
A preferred candidate would hold a Bachelor's of Science degree in Civil Engineering from an ABET accredited institution and be registered as an Engineer in Training with Georgia Secretary of State Professional Licensing Board. Also, a preferred candidate would have experience in the specific division/section the classification is assigned within Transportation and Development. Additionally, a preferred candidate would hold certification from GSWCC as a Level 1B Inspector and/or Level II Design Review Professional.

Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
