ABOUT THIS POSITION

Approximately 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact of $38 billion annually.

The Aviation Department has a vacancy for a Civil Engineer III - Team Lead position. The Civil Engineer III Team Lead position is responsible for performing the following essential job functions: supervises staff that manage the design and construction of capital projects including aspects of cost control, schedule control, and quality assurance consistent with approved Department standards. This position supervises the coordination of the design and construction of aviation facilities including reviewing progress for timeliness, negotiates, administers, and controls contracts and agreements related to the projects. In addition, serves as the Department's administrative contact with consultants, architects, contractors, stakeholders, and other public agencies.

The Civil Engineer III Team Lead supervises staff including providing orientation and training in city and departmental policies, procedures and standards; issues assignments to staff; establishes priorities and deadlines; provides scheduling information, and budget cost estimates on future projects. The position also prepares regular reports on project progress and special reports dealing with unique circumstances or problems including recommendations for their resolution.

IDEAL CANDIDATE

  • Familiarity with Federal Aviation Administration rules, regulations, and guidelines.

  • Proficient decision making, strong leadership, and organizational skills.

  • Proficient with design and construction.

SALARY

Pay Range: $97,780.80 to $144,476.80 annually.

Hiring Range: $97,780.80 to $118,872.00 annually.

MINIMUM QUALIFICATIONS

  • Four years of experience in the practice of civil engineering or architecture.

  • One year of experience supervising professional and technical staff.

  • Bachelor's degree in civil engineering or a related engineering degree.

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Current Arizona Professional Engineer registration required at time of hire.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Experience negotiating contracts.

  • Experience with Tenant Improvements (TI).

  • Experience with Job Order Contracting (JOC).

  • Experience working in an airport environment.

  • Experience with Capital Improvement Projects (CIP) and project management.
