General Definition of Work

Two River Utilities, subsidiary of the City of Gastonia, is the area's leading utility provider and is seeking qualified, motivated, and skilled candidates for Civil Engineer I, II, and III to join our team.

Civil Engineer I, II

Performs intermediate professional work involving the planning, design, construction, inspection, operation and maintenance of public water and sewer projects of a variety of water and sewer related projects; does related work as required. Work is performed under the supervision of the TRU Engineering Manager.

Civil Engineer III

Performs difficult professional and administrative work involving the planning, design, construction, inspection, operation, and maintenance of public water and sewer projects; does related work as required. This position requires the application of professional engineering knowledge and skills to the design and construction of difficult engineering projects, upgrades of existing utility systems, and repairs to existing utility systems. Work is performed under the general direction of the TRU Engineering Manager.

Essential Functions/Duties

These listed job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. Percentages for each function are subject to fluctuations.

Provides technical support to the Public Utilities Department and Engineering Division of the Development Services Department during the design and construction of water and sewer improvements and other related Public Utilities Department projects; Provides technical support to other City Departments, consulting engineers, surveyors, architects, developers, contractors, and the general public as related to water and sewer services.

Coordinates and develops water and sewer projects with consulting engineers, the Public Utilities Department, the Engineering Division, other municipal departments, and governmental agencies to expedite projects and requests; Coordinates the planning, design and construction of public utilities projects, coordinates inter and intra-governmental activities, oversees bids, construction contracts, payments to contractors, agreements, and related matters with private contractors and other officials. Work hand-in-hand with the Department of Treasury, State of North Carolina, NCDOT, NCDEQ, EPA, and the US Corps of Engineers to obtain approvals and resolve utility conflicts as needed.

Oversees and participates in the review of subdivision plans, service requests, as-built drawings and the acceptance of contracted water and sewer projects and warranty requirements; Participates in the review and development of various specifications and updates to the City Standard Specification and Detail Manuals. Reviews water and sewer materials for approval for installation in the City utility system. Reviews materials to be included in the Annual Contract. Revises contract specifications as needed.

Direct, manage, and report on complex ARPA, NCDEQ, and other publicly funded Water and Sewer projects from conception through completion by facilitating and overseeing aspects such as planning, budget estimating, stakeholder coordination, design, permitting construction project closeout, and all necessary ARPA reporting to successfully complete the project.

Provides assistance in the development of Engineering contracts and construction contracts for major Utility Division projects; Develops or assists in the preparation of technical reports, capital budgets, and special assignments as directed.

Prepares or oversees the preparation of cost estimates for new utility installations and the development of the annual tap fee schedule. Reviews time and material cost reports for use in recovering cost of repairs to water and sewer system due to damages by others; Prepares reports and recommendations as related to water usage throughout the water system and water usage by major industrial customers;

Civil Engineer I

Minimally qualified starting pay: $33.8156 hr.

  • General knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned;

  • Basic knowledge of modern utility projects;

  • Ability to perform difficult engineering computations on engineering problems and planning;

  • Ability to establish effective working relationships with City officials, employees, contractors, and the general public;

  • Skill in the use of civil engineering instruments and equipment;

  • Ability to communicate complete ideas effectively, orally, and in writing; ability to calculate detailed cost reports.

  • Assignments are usually broad in scope, with opportunity for some independent professional judgment.

Civil Engineer II

Minimally qualified starting pay: $35.5064 hr.

  • Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned;

  • Basic knowledge of modern utility projects;

  • Ability to perform difficult engineering computations on engineering problems and planning; ability to establish effective working relationships with City officials, employees, contractors, and the general public;

  • Skill in the use of civil engineering instruments and equipment (experience with Civil 3D as related to water and sewer design preferred);

  • Ability to communicate complete ideas effectively, orally and in writing;

  • Ability to calculate detailed cost reports.

  • Assignments are usually broad in scope, with the opportunity for some independent professional judgment.

Civil Engineer III

Minimally qualified starting pay: $37.2817 hr

  • Considerable knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications for water and sewer utility systems;

  • Knowledge of modern methods and techniques as applied to the design, construction, and maintenance of utility projects (experience with Civil 3D as related to water and sewer design preferred);

  • Ability to perform difficult engineering computations and to make thorough recommendations on engineering problems and planning;

  • Ability to calculate complex cost reports; ability to establish an effective working relationship with City officials, employees, consulting engineers, contractors, and the general public;

  • Skill in the use of civil engineering instruments and equipment and understanding in the operation of water metering equipment; ability to assess complex utility system issues through a logical evaluation process and present a recommendation orally and in writing in a timely manner.

Education/Experience/Physical Demands/Special Requirements/Additional Information

EDUCATION AND EXPERIENCE:

Civil Engineer I

  • Bachelor of Science Degree in Civil Engineering

  • Or any equivalent combination of education with considerable experience in civil engineering for public utilities infrastructure and facilities

Civil Engineer II

  • Bachelor of Science Degree in Civil Engineering

  • Or any equivalent combination of education with considerable experience in civil engineering for public utilities infrastructure and facilities

  • NCEES Fundamentals of Engineering Exam (FE) Passing Grade

Civil Engineer III

  • Bachelor of Science Degree in Civil Engineering with considerable years of experience in engineering work

  • Or any equivalent combination of education with considerable experience in civil engineering for public utilities infrastructure and facilities

  • Registration as Professional Engineer by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors

  • Must be a licensed professional in North Carolina or have a Professional Engineer license in another state, to obtain reciprocity within 6-months of employment.

SPECIAL REQUIREMENTS:

  • Possession of a valid driver's license

PHYSICAL DEMANDS/WORK ENVIRONMENT:

The physical activity of this position includes:

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceed that required for ordinary locomotion.

  • Stooping: Bending body downward and forward by bending the spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.

  • Kneeling: Bending legs at the knee to come to a rest on the knee or knees.

  • Reaching: Extending hand(s) and arm(s) in any direction.

The physical requirements of this position include:

  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Office Environment Work and the worker sits most of the time, the job is rated for Light Work.

The visual acuity requirements, including color, depth perception, and field of vision:

  • The worker is required to have close visual acuity to perform one or more of the following: preparing and analyzing data and figures; accounting; computer terminal; extensive reading; visual inspection involving small defects, small parts, operation of machines (including inspection); using measurement devices.
