This position is located with Bureau of Indian Affairs, Great Plains Region in Aberdeen, South Dakota.
The incumbent serves as a project Design Engineer and coordinates all pre-construction engineering activities for road construction for specific project areas on the various Indian reservations in Nebraska, North and South Dakota
Planning, design, cost estimates, easements, soils studies, and construction methods for roads, bridges and drainage structures, highways, and highway structures
Includes the performance of highway engineering service for the direction, control, appraisal, and performance of all phases of the project development process.
Acquires environmental and cultural resource permits as required for specific construction projects.
Participates in various on-site inspections.
Performs contract related services such as writing scope of work, estimating, site surveys, contractor selection, negotiation, performance monitoring, product or design review, evaluation of bids, inspection, and acceptance.
Makes field surveys to investigate existing circumstances, layout, and conditions.
Prepares plats, drawings, appraisals and conducts negotiations for Rights of Way easements.

BASIC REQUIREMENTS FOR ALL GRADES:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
1.B. Combination of education and experience-college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1.Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2.Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3.Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
4.Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry,
architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional
engineering experience acquired under professional engineering supervision and guidance.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal service such as performing professional engineering work with highway engineering planning projects, such as roads, bridges and the associated infrastructure; and work related to the development, design, planning, construction, and maintenance of transportation projects including equipment acquisition and financial management. Experience may include organizing and directing investigations to resolve complex engineering problems; using technical studies employing advanced computer software and analytical methods to investigate, and resolve engineering problems; making cost comparison studies of various solutions to roadway and structural drainage problems; interpreting and plotting field survey notes and preparing alignment plats; determining road grade, computing end areas, excavation quantities, mass diagram and final construction quantity summaries; preparing specifications and technical requirements for contracts for surveys and design of highway projects, collecting field information for road and bridge design and plan production; evaluating certificates of compliance and laboratory test reports submitted by construction contractors for compliance; giving technical guidance to technicians who make investigations, perform inspections, collecting data; and performance of preliminary and construction surveys. At the full performance level GS-12, Registration as a Professional Engineer (PE) is required for the position which has responsibility for making professional engineering judgments and decisions that affect and ensure engineering projects meet or exceed all public health and safety standards. Technical and policy decisions are often controversial and frequently challenged, therefore, actions, decisions, and judgments must be defensible from both a professional and legal standpoint.
In addition, the incumbent reviews and recommends approval of engineering plans and processes that involve public safety which must be done or approved by a Registered Professional Engineer. Applicants must submit a copy of their current certification of professional engineering registration.
