Serves as a civil engineer on a Forest Service Unit with responsibility for planning of transportation systems. Assignments cover work projects that involve all aspects of a complete transportation plan.

Develops an integrated transportation system plan for the Forest using geographic information systems
, aerial/infrared photographs, topographic and geologic maps, and on-the-ground reconnaissance.
Provides engineering input into the interdisciplinary planning process for natural resource development activities involving transportation system. Serves as a member of interdisciplinary teams.
Prepares and reviews environmental analyses, Environmental Impact Statements, and special reports with regard to transportation engineering. Prepares economic analysis of road management alternatives considering the costs of operations and maintenance, replacement, reconstruction, or closure, along with resource costs and benefits.
Prepares project plans for transportation system, including overall project scheduling, major engineering requirements and detailed requirements of budgetary costs.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement as defined below. For more information on the qualifications for this position, refer to OPMs Qualifications Standards.
Degree: Engineering. The program must: (1) be from a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Combination of education/experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering as demonstrated by one of the following:
Written Test Passed the Fundamentals of Engineering (FE) examination, or a written test required for professional registration by an engineering licensure board.

In addition to the requirements described above, the following additional education and/or experience are required for the grade specified.
For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled);
OR one year of specialized experience equivalent to at least the GS-9 level;
OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a masters degree, i.e., more than 36 semester hours leading to a Ph.D.) Professional engineering experience is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.
Examples of specialized experience are: Monitored contractor activities by reviewing drawings for accuracy and adequacy, evaluating requests for routine design deviations, and/or conducting sites surveys to determine the need for new equipment or material; prepared civil engineering design criteria for smaller or less complex projects, including portions of structures such as bridges, retaining walls, or structural pavement sections; analyzed existing routes for suitability of road or trail management alternatives; or provided engineering input to interdisciplinary teams as it relates to transportation systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
