  • The responsibilities listed below are at the full performance level.

  • Develop and modify civil engineering plans and specifications for new construction.

  • Prepare designs and preliminary layouts, such as road design, bridges, retaining walls, drain structures, buildings, etc. to improve utility, quality, appropriateness and appearance of construction.

  • Evaluate design objectives, identify economic and efficient procedures for civil engineering projects.

  • Determine a project's costs, methods, techniques, material, and equipment for effectiveness in reaching the organization's objectives.

  • Provide technical advice as the contracting officer's representative to ensure contract compliance on projects.

  • Inspect civil engineering projects to ensure safety standards, health and regulatory requirements are followed.

  • Participate with Contracting Officer in pre-construction meetings to review contracts, discuss any contractual issues and resolve any difficult and complex problems with contractors.

  • Confer with contractor's representatives about construction practices and procedures.

Basic Requirement:

A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry,

architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-07: You must have one year specialized experience equivalent to the GS-05 in professional engineering. Professional engineering experience is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. To demonstrate you are qualified for this position you are required to meet 2 of the following specialized experience examples: Interpreted/evaluated test conditions and results; assisted in designing/developing routine construction drawings/specifications for projects; used standard tables/formulas to perform engineering calculations; assisted with site visits to ensure construction was in compliance with established contract specifications; applied/adapted a variety of standard computation and analysis methods, including the use of statistical and graphics methods to present engineering data; assisted in gathering data by performing basic surveys/investigations.

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as some of the following: Assisted in the design and development of routine construction drawings and specifications for projects with straightforward technical characteristics; Assisted with site visits to ensure construction was conducted in accordance with established contract specifications; and/or Assisted in gathering data used to monitor the progress of contractors in achieving contract requirements and project milestones such as performing basic surveys and investigations to establish baseline data used to initiate a requirements review. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (coursework directly related to the position being filled). OR Successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and 1 year of appropriate professional experience. OR Combination of superior academic achievement and 1 year of appropriate professional experience. OR Combination of specialized experience and graduate level education in excess of 18 semester hours.

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as some of the following: Monitored day-to-day performance of an engineering contract by reviewing drawings for accuracy and adequacy, evaluated requests for routine design deviations; Prepared civil engineering design criteria for smaller or less complex projects, including portions of structures such as bridges, retaining walls, or structural pavement sections; Planned and conducted engineering projects according to clear and specified objectives such as developed technical data on materials, sizes, dimensions, and quantities and costs of materials to be incorporated in formal specifications; and/or Performed routine engineering safety related assessments, such as compliance with existing Federal and State laws, and organization safety regulations. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. degree or equivalent graduate degree with a major directly related to the work of the position such as statics, dynamics, strength of materials, fluid mechanics, hydraulics, thermodynamics, nature and properties of materials, or comparable advanced civil engineering courses. OR Combination of graduate level education (beyond the first full year of graduate study) and specialized experience that is directly related to this position that together meets the qualification requirements for this position.
