Responsible for directing, supervising, planning and coordinating the City's engineering support for construction management of City projects, plan reviews, private development reviews and inspections, and to provide technical assistance to various City departments.

DISTINGUISHING CHARACTERISTICS:

This job class is a management level classification that manages civil engineering services for the City.ESSENTIAL FUNCTIONS:

This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed by incumbents within this classification.  Incumbents are required to be in attendance and prepared to begin work at their assigned work location on specified days and hours.  Factors such as regular attendance on the job are not routinely listed in the job descriptions but are an essential function. Essential duties and responsibilities may include, but not limited to:

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget.

  • Plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in the investigation, review and documentation of incidents and injuries involving staff and equipment.

  • Provides technical guidance, plan reviews and inspections for building permits, residential development, commercial development, and subdivision development; reviews engineering calculations.

  • Provide engineering design services using AutoCAD software for City projects such as road rehabilitation, sewer mains, water mains, fiber optics, park improvements, parking lots, and exterior facility improvements.

  • Provides construction management services for bidding and construction of City projects.

  • Serves as a resource for advising, designing and implementing procedures for environment compliance to the various laws and regulations.

  • Maintains the hydraulic model for the City water system using Water CAD software.

  • Administers programs or contracts with and confers with architects and construction contractors; schedules projects; provides technical oversight, reviews plans from private developers, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.

  • Reviews and authorizes requests for payment and change orders; tracks and documents project costs.

  • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.

  • Prepares project designs, cost estimates, specifications and project schedules.

  • Serves as project manager on assigned major engineering and construction projects ensuring conformance with contract provisions, plans and specifications.

  • Conducts feasibility and cost studies; develops engineering solutions as required.

  • Attends various meetings representing the City Engineering Department, as required.

  • Provides assistance to other City departments and outside agencies as required.

  • Performs all work in accordance with established safety procedures, policies and best practices.

  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved procedures and service delivery methods.

  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

QUALIFICATIONS:

To successfully perform job, incumbent must be able to perform each essential duty satisfactorily.  Requirements listed are representative of the knowledge and skills.

Education and Experience:

  • Bachelor's degree in civil engineering or a related field; AND
  • Four (4) years of professional civil engineering experience; 
  • OR an equivalent combination of education, training and experience.

Required Certificates, Licenses, and Registrations:

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • Nevada Driver's License.

  • Nevada Professional Engineer (PE) License, or ability to obtain within six (6) months of hire.

Required Knowledge and Skills

Required Knowledge:

  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.

  • Principles and practices of developing teams, motivating employees and managing in a team environment.

  • Principles and practices of budget development and administration.

  • Principles, practices and techniques of civil engineering and design. Principles of engineering mathematics, stress analysis and properties, strength and uses of construction materials.

  • Materials and techniques of building and public improvements construction and maintenance; water, storm and sanitary sewer, streets and roads, conduits and other public works construction and maintenance practices and principles.

Required Skills:

  • Planning, organizing, supervising, reviewing and evaluating the work of others.

  • Training others in policies and procedures related to the work.

  • Developing and implementing goals, objectives, policies, procedures and work standards.

  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.

  • Performing and overseeing professional level civil engineering design, installation and retrofitting work.

  • Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.

  • Preparing clear and concise reports, correspondence and other written materials.

  • Using initiative and independent judgment within established procedural guidelines.

  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.

  • Maintaining accurate records of work performed.

  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.

  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

WORKING ENVIRONMENT:

Work is performed in an office and a field setting.

Work is subject to performance under exposure to environmental conditions (including extreme cold and heat), fumes, gasses, noxious odors, dust, and intense noise.
