Duties include the planning, environmental planning, design, and construction project administration and observation for all airport facilities, in accordance with current FAA standards and local policies, rules, and regulations. The Project Manager will work with a multidisciplinary team of planners, engineers, surveyors, and construction technicians to coordinate each aspect of an airport project, ensuring that all persons involved in the project provide high-quality service to our clients.

Essential Responsibilities

  • Assume control of work-in-process, including ensuring accurate client billings, monitoring outstanding accounts receivable and coordinating the timely completion of projects.

  • Attend client meetings; provide engineering input at public meetings.

  • Prepare forecast of workload for assigned staff.

  • Direct CADD Operators/GIS Technicians to convert designs to working drawings.

  • Exercise sound independent judgment within general policy guidelines.

  • Performs and/or coordinates planning and analysis work required for project inclusion in the Capital Improvement Program (CIP), including project scopes, cost estimates, schedules and financial/economic analyses.

  • Recommends, coordinates, prepares and tracks project funding programs, including

preparation of funding and grant applications such as AIP, PFC, and MDOT Aero.

  • Apply FAA design and funding requirements to complete grant eligible projects.

  • Analyze reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects.

  • Visit construction site regularly to monitor progress and other duties per the contract document.

  • Conduct feasibility and reliability studies for the preparation of project cost estimates and capital improvement plans.

  • Assist in preparing proposals.

  • Coordinate with MDOT for funding and design review.

  • Mentor less experienced staff; motivate and encourage staff career development.

Working Conditions and Environment

The Project Manager works both in the office and out in the field. He/she must frequently travel to worksites. The noise level in the work environment is moderate to loud. He/she must frequently lift up to 10 pounds and occasionally lift up to 50 pounds or more.

Knowledge and Skills

  • Principles, methods and practices of air carrier, general aviation, and air cargo airport

design, operations, and facilities planning.

  • Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations affecting aviation planning and implementation of development projects.

  • Experience with CADD Software (AutoCAD, Civil3D).

  • Experience with Excel.

  • Ability to obtain experience with Michigan Office of Aeronautics web programs (Projectwise and AeroPM).

Education and Experience

Minimum

Bachelors degree in Civil Engineering or related field and Professional Engineer's License

Preferred

Bachelors or Masters degree in Civil Engineering, Business Administration, or related field and Professional Engineer's License
