The City of Katy, Texas, is accepting applications from qualified candidates for the position of City Secretary.

The City of Katy has 250 full-time employees and operates under the Home Rule City form of government. The City Secretary reports to the City Administrator and is responsible for overseeing the activities of the City Secretary Department including maintenance and retrieval of official records, administration of the municipal election and attending all City Council meetings and developing official minutes and agendas.
Acts as Records Management Officer for all City records including developing filing recording retention schedules with the State; assists in designating the storage, retrieval, and destruction of the City records in compliance with Texas Local Government Record Act.
Administers the creation, indexing, maintenance, and retrieval of the official records of the City, including minutes, ordinances, resolutions, contracts, deeds, titles, and abstracts of City property, and other related official documents.
Implements Federal, State and City laws relating to the functions of municipal government.
Manages all facets of Municipal elections; coordinates election; serves as Department contact regarding polling places and election officials; coordinates all campaign reporting requirements; serves as the Election Judge for all absentee and early voting.
Qualified candidates will have:
High school diploma or equivalent AND five (5) years of progressively responsible experience within a municipal government; OR an equivalent combination of education, training, and experience. A Bachelor's Degree in Business Administration or related field preferred.
Texas Municipal Clerk certification
City ordinances, policies, and procedures.
Principles and practices of municipal budgeting and funds accounting.
Municipal election laws, Texas Election Code, and voting requirements.
Rules and regulations of the Texas Open Meetings Act and Texas Public Information Act.
Texas local Government Code and other relevant State statutes pertaining to municipal government.
Establishing and maintaining effective working relationships.
Providing effective leadership and supervision to assigned staff.
Reading, interpreting, explaining, and applying laws, codes, ordinances, rules, regulations, policies, and procedures.
Communicating effectively, both orally and in writing.
