Job Description

The City Plan Commission is composed of the Mayor who serves as the Chair, the Director of Public Works, one alderperson elected by the Council for a one-year term, and four citizen members appointed to 3- year terms. The City Attorney or designee shall serve as an alternate in the event a quorum is needed. The Mayor shall appoint the citizen members of the Plan Commission subject to confirmation by the Common Council.

The Commission receives its powers and duties from Charter Ordinance Sec. 3-100 et seq of the Appleton City Code and in §62.23 of the Wisconsin Statutes. The functions of the Commission include assessing the pros and cons of lot splits, as well as preparing the Comprehensive Plan for the city of Appleton. The Commission also reviews all subdivision proposals and requests for street vacations.

It shall be the function and duty of the commission to make and adopt a comprehensive plan for the physical development of the city. The commission may from time to time amend, extend or add to the comprehensive plan or carry any part or subject matter into greater detail.

(b) Powers and duties. There is created a Plan Commission with the powers and duties and qualifications as set forth in this section and in Wisconsin Statutes §62.23. Such powers and duties generally include:

  • To initiate, hear, review and offer its recommendations to the Common Council on applications for amendments to this chapter, including applications for amendment to the Official Zoning Map.

  • To hear, review and offer its recommendations to the Common Council on applications for special use permits, subdivisions, annexations, Planned Developments, Traditional Neighborhood Developments, official map actions, street vacations and name changes and other matters.

  • To prepare and recommend to the Common Council for adoption a comprehensive plan for the City, and from time to time to recommend to the Council such amendments as it may deem appropriate.

  • To aid and assist the Common Council and the departments of the City in implementing the City's adopted land use policies and in planning, developing and completing specific projects.

  • To review and report on any matters referred to it by the Common Council.

  • Review of any site plan upon disapproval by the Community and Economic Development Director.

  • Upon reasonable written request, to make its special knowledge and expertise available to any official, department, board or commission of the City to aid them in the performance of their respective duties relating to the planning and development of the City.

  • To review any similar use not specifically permitted, as denied by the Community and Economic Development Director, under §23- 37(c). In no case shall this interpretation be construed as a process for a use variance.

  • To review and offer its recommendation to the Common Council on requests for modifications or waivers to screening and landscaping requirements as set forth in §23- 66(h)18.b.vii.5.a. thru c.

Term: 3 years (April 2024 - April 2027)

Meetings: The City Plan Commission meets WEDNESDAY of the week following council, at 3:30 p.m., in Committee Room 6A/B.=
