This AmeriCorps VISTA one-year service project will establish a team of 7 VISTAs who will provide economic opportunity for low-income individuals and families, a 2018 VISTA program priority, by informing policies to remove barriers that keep families in poverty and by activating and mobilizing grassroots organizations and associations to facilitate volunteer and experiential learning opportunities for residents of low-income neighborhoods. The project will strengthen the El Paso community and lift individuals out of poverty by: 1) Mobilizing grassroots organizations to engage El Paso residents (with a focus on low-income residents) to volunteer and become active members of their neighborhoods and community, while also training City of El Paso departments and partnering agencies on best practices for engaging volunteers. 2) Informing City of El Paso policies on investment in impoverished neighborhoods and researching the issue of opioid addiction in El Paso. 3) Provide training and experiential learning opportunities to small businesses, neighborhood associations, and low-income residents on gardening, green infrastructure and energy saving measures that reduce utility bills. This project will build long-term sustainability for the City of El Paso by: 1) institutionalizing best practices for engaging volunteers, while simultaneously increasing the capacity of El Paso neighborhood and civic associations, the City of El Paso, and partnering non-profit organizations; 2) establishing policies for investing in low-income neighborhoods and removing barriers to economic success such as lack of social capital and lack of practical skills and knowledge; and 3) investigating the need for opioid prevention, intervention and treatment services and researching the connection between opioid addiction, mental health and poverty in El Paso.
