The Department of Public Works is responsible for providing quality infrastructure that conveys safe, efficient delivery of essential goods and services, providing clean and beautiful public spaces that maximize the natural environment to enhance the overall quality of life and delivers professional quality public service with a friendly and welcoming atmosphere.

Under the general direction of the Director of Public Works, in most cases independently, is responsible for The overall management, planning, engineering, and implementation of City public works/municipal construction projects, in an efficient, economical manner.

  • Plan, schedule, coordinate and direct the implementation of public works projects and furnishing engineering services to other City Departments as needed.

  • Review and prepare plans, reports and budget estimates.

  • Direct, supervise, plan, and coordinate the work of the Engineering Division employees on issues relevant to design, construction, inspection, and scheduling of City streets, sewers, land surveying, traffic engineering, and other City public works activities.

  • Administer public works contracts including the pre-qualification of bidders, resolution of issues with contractors, and disbursement of public funds for the contracted projects.

  • Administer the division including approving payrolls and participating in budget preparation and monitoring along with the Director of Planning and Development.

  • Provide recommendations and technical engineering advice to various City Departments, Boards, and Commissions.

  • Meet with developers to coordinate infrastructure improvements.

  • Meet with representatives of municipalities, county, state, and federal agencies to plan, schedule, and coordinate large highway and sewer projects that receive funding from outside City sources.

  • Serve as a standing member of City Plan Commission and ex-officio of other boards, committees, and commissions.

  • Attend public meetings to speak on various phases of engineering projects and public outreach programs.

  • Perform other duties as required.

  • A Bachelor's Degree in Civil Engineering from an accredited college or university.

  • A minimum of seven years of professional civil engineering experience demonstrating increasing responsibility, with at least five years of supervisory experience.

  • Registration as a professional engineer in the State of Wisconsin, or ability to obtain registration within six months.

  • Possession of a valid State Motor Vehicle Operator's license in good standing.

  • Extensive knowledge of the principles of civil engineering as applied to the design, construction, inspection, and maintenance of streets, sewers, and other public works facilities.

  • Thorough knowledge of city ordinances, state/federal laws, statutes, and regulations related to governing and the department.

  • Ability to organize, direct, coordinate, evaluate and control the activities of clerical, technical, and professional employees.

  • Ability to communicate effectively in both written and verbal form with a variety of city personnel and members of the public, and maintain effective working relationships with other staff, contractors and participants.

  • Basic knowledge of mathematical principles.

  • Strong interpersonal communication and organizational skills with a strong sense of responsibility and initiative.

  • Ability to work closely with the Supervisor and coworkers in performing a variety of tasks.

  • Ability to work independently in a fast-paced environment with frequent interruptions.
