Department: Planning & Zoning Pay Grade: 223 FLSA Status: Exempt JOB SUMMARY Under general supervision of the Planning and Zoning Director, City Engineer oversees the department's Engineering Division, reviews private development projects, municipal capital improvement projects, public works related projects, and independently evaluates, selects and applies standard engineering techniques, procedures and criteria, using judgment in making minor adaptations and modifications while performing complex analytical work in providing project management, administrative and engineering support for environmental/cultural (NEPA), water, sewer, street, airport, parks and recreation and other capital improvement projects and programs.

Ensuring technical competence and compliance with all current codes and criteria. Stamps approved plans, specifications and reports requiring PE registrant approval. Provides highly responsible, complex administrative support to the Director, City Management, and City Council.

Manages complex and multi-disciplinary activities and projects including the creation and maintenance of the Capital Improvement Program (CIP). Assists Director with current and long-range planning efforts. Reviews and approves major subdivision plats. JOB FUNCTIONS:

Reviews private development engineering submittals for conformance with federal, state and city regulations, codes, ordinances, standards, and general engineering principles. City engineering division liaison for Site Plan Review Committee, City Council, Planning & Zoning and other city boards, commissions or committees on engineering related data or matters. Designs and prepares bid documents, reviews, evaluates and ranks bids, and recommends award.

Works closely with various city vendors such as engineers, architects, developers, contractors, consultants, the public, and city departments to design and develop engineering solutions, facilitate project completions, and ensure city standards, codes and ordinances are being adhered to. Performs engineering studies in compliance with commonly accepted engineering standards relating to transportation, traffic, storm water drainage, flood plain administration, and presents findings in the form of written reports, graphics, charts and drawings. Provides information on city engineering requirements for developers, contractors, other design professionals, and the general public, and prepares city standards, codes and ordinances.

Assists in the preparation of requests for proposals/qualifications (RFPs & RFQs), coordinates the consultant ranking/selection process, assists with contracts for outside professional and construction services, makes recommendations for presentation to City Council, and may attend night meetings. Reviews plans and cost estimates, makes technical decisions and recommendations to consultant, coordinates with other departments, and assists and directs contract design professionals with preparing plans and specifications for capital projects for the city. Assists with and/or facilitates the advancement of public projects through various phases of implementation.

Plans, organizes, and administers project designs and construction contracts, monitors process of contracting services, schedules, and meetings. Assists sponsoring/lead department staff to determine project intent and scope of work; establishes preliminary project design requirements and initial preparation of cost estimates. Facilitates with the preparation of project budgets and schedules.

Communicates with the public, contractors, design consultants, other city staff, vendors, management, public officials, and others to successfully complete a variety of city projects. Performs engineering analysis on a wide array of engineering problems, resolves procedural, operational, budgetary, and other project-related problems, and recommends and implements solutions in conjunction with city staff and management, and the public. Assists with creating, administering, and monitoring various intergovernmental agreements effecting engineering with the county, state, or federal agencies.

Manages contracts for engineering projects that is typically or otherwise beyond the professional capabilities of our existing professional staff. Assists and advises the Director, other city directors and staff, as needed with federal and state grant applications with engineering related narrative, reports, budgets, graphs, charts, designs. Formulates, develops, maintains, and promotes a vision for the Engineering Division, as articulated by the Director, Public Works Director, City Manager and City Council.

Actively supports and upholds the city's stated mission and values, including being open for business and providing excellent customer service which is externally focused. Prepares and produces written documents and correspondence requiring independent judgment in handling problems of format, procedure, and context, including statistical and descriptive reports, legal documents, meeting agendas and minutes, correspondence, news releases, public notices, and other materials of a general, technical, or confidential nature. May sometimes make oral presentations to City Staff and Management, Boards and City Council.

Creates and maintains complex computer and hardcopy records, databases, and integrated filing systems which may involve processing confidential matters. Composes routine correspondence. Assists Director in managing the finances of the department and the submission of the operating budget for approval, while controlling and monitoring the expenses of the engineering division, while also ensuring that purchasing and procurement processes follow city policies and procedures.

Performs other related duties as required or assigned. QUALIFICATIONS Education and Experience: Bachelor's degree in engineering, required (Civil Engineering preferred). Experience in project management and budget and contract administration, required.

Experience in public engineering and the daily workings of municipal governments, preferred. Licenses or Certifications: Ability to obtain and maintain an Arizona Professional Civil Engineer (PE) license within six (6) months of hire, required.

Ability to obtain and maintain a valid State of Arizona Driver's license by date of hire, required. Special Requirements: Must be able to maintain strict confidentiality.

Must be able to attend up to two nighttime meetings per month and take meeting minutes. Knowledge, Skills and Abilities: Knowledge of the current and common principles and practices of civil/municipal engineering.

Knowledge of urban planning, public works, and utility construction in a municipality. Knowledge of the current and common safety practices and requirements for construction zones. Skill in interpreting civil engineering drawings, specifications, reports, and legal descriptions.

Skill in developing and maintaining effective interpersonal relations with city staff and the public. Skill in reading and interpreting written instructions, construction plans, specifications, and plats. Skill in creating concise written communications and making concise and clear oral presentations.

Skill in analyzing data from documents, plans, and plats, and then creating valid conclusions. Skill in the use of desktop/laptop computers and other common office and engineering equipment. Skill in creating consensus between diverse groups or individuals on contentious issues.

Ability to effectively problem solve and commit to actionable decisions to cure the problem(s). Ability to develop and maintain a workplace of accountability, responsibility, and mutual respect. Ability to maintain our customer-focused-work-culture and professional work environment. Ability to maintain open lines of communication and an open-door policy with staff and the public.

PHYSICAL DEMANDS Work is performed in a standard office environment, with some work in the field at construction sites which may require traversing uneven terrain, plants, rocks, and other obstacles and climbing hills. While in the field, City Engineer may be exposed to various environmental and weather conditions, hazardous chemicals, and/or potentially dangerous tools, equipment, and machinery. May be required to perform a full range of motion with lifting/carrying supplies, materials, equipment, or items weighing up to 50 pounds.
