General Description

This is very responsible administrative and technical work involving the direction of a municipal engineering department and the provision of technical engineering services.

Work involves responsibility for planning, directing and supervising civil engineering activities such as design, review and inspection. Duties include reviews and recommendation of subdivision plan, supervision of construction and engineering service rendered to the municipality, and the recommendation and implementation of municipal civil engineering goals and objectives.

This position also has the responsibility for making difficult civil engineering technical and administrative decisions. The work requires that the employee have thorough knowledge, skill and ability in every phase of municipal civil engineering work.

Duties & Responsibilities

ESSENTIAL DUTIES

Directs the operations of the Engineering Division through civil engineering staff and administers and evaluates the design of engineering projects, the review of engineering plans, the drafting of specifications, the inspection of engineering projects under construction and the provision of engineering technical assistance.

Acts for the Director of Public Works in his or her absence, or as assigned.

Attends meetings and provides professional engineering consulting services to various city boards, commissions and departments.

Reviews and recommends approval or denial of site plans and development proposal submitted to various city boards, agencies and commissions.

Administers the inspection of residential and industrial subdivision roads for conformance with city specifications.

Write specifications for engineering projects, negotiates fees with consultants, and administers contract documents.

Confers with federal, state, regional agencies, utilities and other municipalities on civil engineering programs and problems including the operation of the transfer station, building renovations and major projects.

Maintains a variety of records and prepares reports. Uses computer software to develop formats for various reports.

Confers with city officials, contractors and the public to provide information and to resolve problems.

Drafts division budget and controls accounts for funds within fund allocations and various Capital Improvement projects.

Assists in personnel actions such as hiring, counseling, training, disciplining and evaluation.

Responds to emergency situations upon the activation of the Emergency Operations Center.

SUPERVISION RECEIVED

Works under the general direction of the Director of Public Works.

SUPERVISION EXERCISED

Supervises Civil Engineers, Environmental Compliance Coordinator and clerical employees.

Qualifications

A bachelor's degree in civil engineering from an accredited college or university, plus seven years of progressively responsible civil engineering experience including some supervisory experience.

Must have a State of Connecticut Professional Civil Engineer license and a valid Connecticut driver's license. License for land surveying is desirable.

Thorough knowledge of municipal civil engineering and surveying principles and practices.

Considerable knowledge of road construction and drainage problems and their solutions.

Considerable ability to manage construction projects performed by city personnel and contractors.

Considerable ability in oral and written communications.

Considerable ability to enforce engineering standards with firmness and tact.

Considerable ability to establish and maintain effective working relationship with other officials, coworkers, contractors, associates and the general public.

Considerable ability to supervise the work of professional, technical and clerical employees.

Tools and Equipment Used - Motor vehicle, computer, calculator, engineering drafting and surveying equipment and standard office equipment.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required for this job include close vision and the ability to adjust focus. Employee must be able to read, analyze and interpret technical procedures or governmental regulations and to effectively present information and respond to questions from the public on a one to one basis and in groups.

This position requires the ability to solve technical and practical problems and deal with a variety of concrete variables.The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work conducted in typical office working conditions with virtually no disagreeable features.

The noise level in the work environment is generally quite. When conducting investigations or inspections in the field the noise level may be moderately loud.

In order to be considered, applicants must demonstrate on their application they meet the minimum qualifications as stated in the job announcement.

There is a City of Norwich residency requirement. You must reside within the State of Connecticut, 60 miles from Norwich within one year of appointment.
