GENERAL DESCRIPTION

Performs complex analytical work in providing office and engineering support and field engineering support for environmental, water, sewer, street, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria.

ESSENTIAL DUTIES

Regular attendance is required to perform the duties of this position. Manages and supervises engineering department to achieve goals within available resources; Plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; Reviews progress and directs changes as needed.

Provides leadership and direction in the development of short and long range plans; Gathers, interprets, and prepares data for studies, reports and recommendations; Coordinates department activities with other departments and agencies as needed.

Provides professional advice to the city officials; Makes presentations to councils, boards, commissions, civic groups and the general public.

Communicates official plans, policies and procedures to staff and the general public. Assures that assigned areas of responsibility are performed within budget; Performs  cost control activities; Monitors revenues and expenditures in assigned area to assure sound fiscal control; Prepares annual budget requests; Assures effective and efficient uses of budgeted funds, personnel, materials, facilities, and time.

Determines work procedures, prepares work schedules, and expedites workflow; Studies and standardizes procedures to improve efficiency and effectiveness of operations. Issues written and oral instructions; Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and resolves grievances; Performs or assists subordinates in performing duties; Adjusts errors and complaints. Prepares a variety of studies, reports and related information for decision-making purposes.

Prepares composite reports from individual reports of subordinates.      Prepares and documents budget requests; Administers adopted budget in assigned area of responsibility. Reviews private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.

Coordinates and/or undertakes the development or update of the City Comprehensive Sewer Plan, Comprehensive Water Plan, the Capital Improvement Program, and other plans involving the municipal infrastructure. Determines applicable codes, regulations and requirements for assigned projects.

Coordinates the preparation of , or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.  Review bids and request for proposals within area of responsibility to ensure that projects comply with state procurement code. Provides project management for the construction of the municipal public works projects; Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.

Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans. Maintains the engineering library and infrastructure records.

Maintains and updates city subdivision and public works standards. Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information; Evaluates issues and options regarding municipal public works and makes recommendations.

Reviews utility permits, street use permits, franchise utility permits, etc. Maintains regular contact with consulting engineers, construction project engineers, City County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.

Reviews and makes recommendations on traffic flow for the City and ensures that the design and placement of traffic control devices comply with all applicable Federal, State and local codes. Assists in the evaluation of transportation and traffic impact studies of development proposals, permits, plats, etc.  Prepares traffic, utility and other studies and reports.

Provides intersection signal and channelization design, that complies with all applicable Federal, State and local codes.  Develops and maintains a pavement management system.

NON-ESSENTIAL DUTIES

Coordinates ADA facility compliance program, sidewalk inspection, maintenance and enforcement programs. Monitors inter-governmental actions affecting public works.

Assists in the training of other city personnel in public works design and construction techniques. Recommends for adoption by the commission such measures as may deem necessary or expedient. Prepares and submits to officials such reports as may be required or as deemed advisable to submit.

Attends seminars and workshops related to area of responsibility, which may require out of town travel; participates in professional organizations related to areas of responsibilities. Other duties as assigned.

(If required of the position) Demonstrate self-initiative in performing routine tasks as in accordance with standard operating procedures and standard operating guidelines. This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from a four-year accredited college or university with a degree in civil engineering or a closely related field.

  • Minimum of five years previous professional civil engineering experience in a Municipal setting.

  • Minimum two years supervisory experience.

  • Any equivalent combination of relevant education and experience may be considered.

Skills, Knowledge and Abilities:

  • Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.

  • Thorough knowledge of applicable City policies, laws, and regulations affecting Division activities.

  • Considerable skill in arriving at cost estimates on complex projects.

  • Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public.

  • Ability to conduct necessary engineering research and compile comprehensive reports.

  • Skill in operation of below listed tools and equipment.

SPECIAL REQUIREMENTS

Valid State issued Driver's License

Registration as a NM Professional Engineer or ability to obtain registration within one year.

Must be physically capable of moving about on construction work sites and under adverse field conditions.

TOOLS AND EQUIPMENT USED

Personal computer, including word processing, spreadsheet, and data base and computer-aided-design software, surveying equipment including level, total station, GPS equipment, measuring devices, motor vehicle.

SUPERVISION RECEIVED

Works under the broad policy guidance of the Assistant City Manager.

SUPERVISION EXERCISED

Exercises general supervision over clerical, administrative and professional staff as assigned.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in office settings.

 Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.  Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms.  The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch or crawl, talk or hear and smell.

The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
