Description
Rate: starting $72,196 - $81,348 annual

General Purpose of Position
Performs complex analytical civil engineering work in providing office and field support for subdivisions, flood plain management, bridges, water distribution, storm water drainage, and other Public Works projects and programs to ensure compliance with State and Federal laws, City ordinances, design standards, and other applicable criteria
Major Duties and Responsibilities
Provides managerial expertise in matters pertaining to engineering within the City
Provides project management and quality assurance for the construction of the municipal public works projects
Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project
Oversees the maintenance of, reviews and updates, the sanitary sewer, water, storm drainage, bridge, box culvert, and street system maps, data base, and comprehensive plans
Maintains the engineering library, infrastructure records, city plans, maps, subdivision plats, traffic counts, etc
Reviews and inspects utility excavation permits, street use permits, flood plain development permits, etc.
Assists in the evaluation of transportation and traffic impacts of development proposals, permits, subdivisions and re-zonings, plats, etc. Prepares traffic, utility and other studies and reports
Enforces City ordinances relating to use of public streets, including excavation permits
Prepares budget requests for division and administers adopted division budget
Administers Flood Plain Development Ordinance portion of City Code and Sidewalk Replacement Program
Investigates and takes appropriate action on citizen complaints regarding storm water drainage problems
Reviews and coordinates projects by other agencies (MSD, St. Louis County or Missouri State Highway Departments) in City limits
Applies for Federal/State/Local/MSD Grants and administers grant capital improvement projects
Serves as City's Traffic Engineer
Performs necessary drainage and construction surveys
Administers the Sewer Lateral Program.
Provides for the oversight of planning activities on behalf of the City
Determines applicable City codes, State and Federal regulations, and requirements for assigned projects
Develops and coordinates the preparation of engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria
Maintains and updates City subdivision and public works standards
Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs
Reviews subdivisions and private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans
Provides for communication on behalf of the Department in all engineering matters
Advises City Council, Planning & Zoning Commission, and Traffic Commission on engineering matters
Responds to public and other inquiries relative to engineering, policies and procedures on specific projects and other information
Evaluates issues and options regarding municipal public works and makes recommendations
Participates in public interviews, providing descriptions of various City projects to the public
Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services and available programs
Provides technical assistance to the Mayor and other Departments as needed
Serves as ex-officio member of various City and citizen committees as needed
Represents City on various area-wide committees regarding public works matters as needed.
Performs other duties as directed
Requirements
Education and Experience
Graduation from a four-year college or university, having an accredited course of study, with a bachelor of Science degree in Civil Engineering. Employee must have at least two years of progressively responsible experience in the field.
Licenses and Certifications
Must possess registration as an Engineer Intern. in the State of Missouri, and a P.E. license is preferred. Must possess and maintain a valid driver's license. Must be a Certified Flood Plain Manager.
