The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health.

The San Francisco Health Network is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Zuckerberg San Francisco General Hospital and Trauma Center is a community hospital and Level 1 trauma center dedicated to improving the health and wellness of our community. We provide world-class care for all the people of San Francisco, regardless of ability to pay or immigration status.

Position Description

This is a Position Based Test (PBT) conducted in accordance with Civil Service Rule 111A ZSFG.

Rehabilitation Services provides patient care services in ZSFG Acute Care, Skilled Nursing (4A) and Outpatient Services (Ambulatory Care). The Manager of ZSFG Rehabilitation Services manages leadership team who oversees day to day operations, manages department QAPI and Compliance Program, represents department on various hospital leadership committees, reviews and amends policies and procedures regularly to ensure compliance with regulatory obligations and operational needs. Engages patients, staff, referring providers, and hospital administration team with humility and respect, calling on lean leadership tools and methods whenever applicable to ensure successful implementation of organizational and departmental strategic initiatives. ZSFG Rehabilitation Services practices in acute care, skilled nursing and outpatient services and the manager is responsible for all day to day operations, adherence to M&S budgets, developing and executing staffing plans and assists with the SFHN leadership team in ensuring ZSFG Rehabilitation Services aligns procedures and workflows to meet the rehabilitation services needs of patients across the network.

Essential Duties

  • Developing, maintaining and executing operational policies, ensures that entire department complies with all regulatory department, hospital, state, and federal regulations

  • Supervising department leadership personal and other staff as necessary, ensuring that department operational needs are met, maintaining an equitable and "just culture" environment for both patients and staff

  • Managing departmental fiscal stewardship program, which includes direct oversight of charge capture, salary variance reports, materials and supply procurement and distribution systems

  • Ensuring the care and maintenance of equipment, implementation of infection control measures, department complies with national and local safety standards and all regulatory department, hospital, state, and federal regulations

  • Promoting development of programs for the continuing education of personnel related to rehabilitative care

  • Coordinating, planning, and implementing programs, and establishing annual departmental goals, objectives, programs and services along with SFHN Rehabilitation Director and Chief of Rehabilitation

Minimum Qualifications

Education

Master's degree from an accredited university in Physical Therapy, Occupational Therapy, or Speech and Language Pathology.

Experience

Five (5) years professional experience in a hospital-based rehabilitation program (3 of those years to include supervisory experience)

Licensure

Licensed in California as a Physical Therapist, Occupational Therapist, or Speech Language Pathologist

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position.

The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery.

The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery.

Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Conviction History
