Salary: $ 127,680-$139,519

The City Auditor leads and manages all operations and personnel in the City's Auditing

Department and provides the controllership and audit functions for the City and its

departments and agencies. The mission of the Auditing Department is to protect the

fiduciary interests of the City by providing independent, timely oversight of the City's

finances, utilizing sound accounting practices, and to ensure that the financial

transactions are executed legally, efficiently, and effectively in accordance with Chapter

324 of the Acts of 1990, the City Charter, City Ordinances, and Massachusetts General

Laws Chapter 41, Sections 48, 50-54A, and any other applicable statutes.

ESSENTIAL RESPONSIBILITIES:

  • Has full audit responsibility for all City receipts and expenditures.

  • Performs financial and performance audits for the City and the Brockton Public Schools.

  • Ensures that all financial transactions are undertaken in accordance with federal, state, and local laws.

  • Provides direct supervision to all Auditing Department staff.

  • Reviews and oversees disbursement of all payments including City payroll and vendor bills.

  • Formulates policies, plans, procedures and coordinates the application of audit and accounting procedures and the accuracy and efficiency of municipal and departmental accounting systems.

  • Evaluates the City's system of internal controls and advises City employees, management, and the City Council on ways to improve controls.

  • Examines all accounts, books, and records of the City that reflect transactions involving the financial activities of the City. Investigates the legality of City expenditures, consulting City ordinances, contracts, and applicable statutes and regulations, including but not limited to Massachusetts Civil Service and US Treasury laws and regulations.

  • Prepares the annual financial report containing schedule of receipts, expenditures, balance sheet funds, and cash schedules.

  • Monitors adherence with all applicable regulations, contracts, and City policies, as well as compliance with Generally Acceptable Accounting Principles (GAAP).

  • Provides functional supervision of City accounting systems and ensure that entries are accurate and complete; comply with the Uniform Massachusetts Accounting System (UMAS).

  • Serves as Clerk to the Brockton City Council Accounts committees. Attendance at evening meetings required.

  • Conducts investigations of irregularities in accounts or inadequacies in accounting systems of municipal departments.

  • Coordinates the selection of the City's outside auditors and acts as liaison for their audits. Directs pre-audit activities, prepares year-end reports, and assists the City's outside auditors by obtaining and providing requested source documents.

  • Ensures the preparation and maintenance of records, documents and reports, and verifies accuracy and compliance with local, State and Federal requirements.

  • Reviews and oversees MUNIS access and permission for all City and school employees. Completes other duties as assigned or established by City Ordinance, Chapter 324 of the Acts of 1990, and Massachusetts General Laws.

Requirements:

MINIMUM QUALIFICATIONS

Education and Experience: Bachelors Degree in accounting, finance, business,

management, public administration or a related discipline. At least seven years of

experience in accounting, finance, business, management, or public administration or a

related field. Massachusetts municipal experience and CPA preferred. Equivalent

education, experience and training may be substituted for these minimum

Knowledge, Abilities and Skills:

  • Thorough knowledge of municipal accounting and auditing principles, practices and procedures.

  • Working knowledge of Governmental Accounting Standards Board (GASB), generally accepted accounting principles (GAAP) and applicable Massachusetts General Laws regarding municipal finance, finance insurance and public procurement.

  • Specific knowledge of municipal budgets, municipal law and fund accounting.

  • Thorough knowledge of the organization and operation of City departments.

  • Proficiency with MUNIS or an equivalent financial accounting suite of software.

  • Ability to analyze and interpret financial data and to present findings clearly.

  • Ability to communicate effectively in both written and oral form.

  • Comprehensive knowledge of the functions of municipal government; knowledge of federal and state agency operations and state laws.

  • Ability to effectively communicate; to deal appropriately with and establish and maintain effective working relationships with City employees, City Council members, and government officials.
