Manages work flow and creates TDM, Trunking, and Ethernet/Metro-E circuit designs via the Netcracker OSS. Monitors equipment inventory and orders new facilities accordingly.
Maintains accurate and complete circuit design records and databases. Provides detailed information related to circuit design inquiries to both internal and external customers in a professional manner.
Utilizing Netcracker, user applies knowledge and skills to design copper and optical transmission paths for both data and voice telecommunication circuits ranging from DS0, DS1, DS3, Trunking and Ethernet/Metro-E services. Designs encompass establishment, modification, disconnect, redesign, and transfers.
Monitor Netcracker order flow queues for incoming work (Carrier and Business customers). Complete design and tasks within Netcracker workflow schedule. Route orders to appropriate end users and departments.
Assigns and tracks Network and Customer IP addresses and VLANS for both Data and Voice (VOIP) services.
Monitors, forecasts and recommends growth strategy for all circuit design related facilities, including HDSL, DS3 transport, DCS, etc. Provides statistics and recommendations to assist in planning and forecasting of equipment. Working with Access Engineering, recommends and establishes equipment augments and timelines.
Plans transfers and interprets work orders relating to network routing, switched, non-switched and data services. Coordinates and works directly with other connecting companies.
Defines and solves problems that vary greatly, within very broad policy guidelines, with little or no instructions, researching facts and developing solutions.
Independently conducts special studies, projects and assignments as required. Coordinates resources, assigns tasks, timelines, and develops procedures. Creates procedural documentation for internal processes.
Coordinates additions or changes, and determines proper interconnecting facilities referencing documents received from Local Exchange Carriers (LEC), Competitive Local Exchange Carriers (CLEC), Wireless Carriers, or Inter-exchange Carriers (IEC). Confers directly with others, inside and outside of Company to determine the best method for implementation of the customer's order. Decisions impact multiple departments, subsidiaries, customer billing as well as other internal and external companies.
Assists the Central Office and NOC (Network Operations Center) in customer trouble reports. Provides an expert opinion for resolution.
Works effectively under constant pressure deadlines. Demonstrates time management efficiency and careful attention to detail. Ability to work overtime when required.
Performs audits reconciling billing records with working services using customized databases.
Frequently travels locally for meetings, site visits, customer locations, and periodically travels out of town to attend training classes and seminars. Training may require overnight stays.
Reports for work on time and maintains a satisfactory attendance record.
Technical training or knowledge: Must have technical training or knowledge in electronics and transmission systems; DS0, DS1, DS3, Ethernet/Metro-E, and VOIP services, strong PC and communication skills.
Candidate must be proficient in use of MS Windows Operating System as well as the suite of Office products. Must have knowledge of Class 4 and 5 TDM and VOIP switch components and limitations. Must be familiar with end office trunking, trunk types, line types and IP connectivity. Experience in Netcracker and IP knowledge preferred.
Professional training or knowledge: Experience in designing telecommunication circuits, knowledge of network engineering and quality of service provisioning is required.
Knowledge of Access Service Request (ASR) format and language is required. Must have an understanding of working in a multiple ordering environment encompassing ILEC, CLEC, regulated and non-regulated providers. Must have confidence in working in a multi-tasking environment.
Good analytical and problem solving abilities. Familiarity with CCI order flow is desirable. To remain current with changing technology, periodic training is required. Must have experience in managing projects, resources and programs.
Work experience: Preferred two to four year degree in telecommunications or network design, or 5-7 years of related experience.
License required: Valid Driver's License and a satisfactory driving record.
Physical Demands: Physical demands are minimal and consistent with the performance of routine clerical duties in an office setting.
Most of the day is spent sitting at a desk, working with computers, printers, files, and standard office equipment. Movement is required in the use of office equipment, supply locations, files, other work locations, mail deliveries and pickups, and meeting rooms.
Works in air-conditioned/heated office. Exposure to low noise levels from office machinery and voices. No exposure to notable harzards or unusual atmospheric conditions.
