Position Summary:

The Capital Improvement Projects (CIP) group is responsible for managing the planning, execution, construction and overall project management related to city capital infrastructure projects within the City's Public Works Department. This position plays a crucial role in managing the entire project lifecycle, from initial conception and budgeting to final implementation and closeout. The successful candidate will develop and implement delivery standards, applicable to complex municipal projects, to ensure quality and consistent outcomes. The ideal candidate will have a strong background in project management, construction management, financial analysis and budgeting and exceptional leadership, supervisory and communication skills. The CIP Manager will lead a team of project managers, inspectors and civil engineers.

Essential Duties and Responsibilities

Examples of Essential and Important duties:

Project Planning and Execution:

  • Manage Capital Improvement Program (CIP) projects both individually and through others,from inception to completion,, in accordance with approved project schedules, budgets, and scopes of work.

  • Oversee the development of detailed project designs and specifications, capital improvement project scopes, budgets, and schedules in accordance with the established project scope, budget and schedule and quality levels.

  • Oversee the construction, execution and acceptance of complex infrastructure projects including land acquisition, private utility coordination, inspection, testing, monitoring and reporting in accordance with the approved plans and specifications as well as the established project scope, budget and schedule and quality levels.

  • Ensure capital improvement projects are designed and executed in accordance with sound engineering principals and practice, city, state and federal policies, procedures, and guidelines, or standards and sound industry practice, (as applicable).

  • Ensure a rigorous and robust design process to ensure the development and delivery of cost-effective, quality plans and specifications that clearly convey the construction work to be achieved while also balancing operational risks.

  • Resolve disputes with consultants and contractors and in the settlement of claims by or against consultants or contractors, as necessary.

  • Ensure projects are accurately documented with record drawings and all close-out documentation is completed.

  • Responsible for comprehensive interaction and communication with internal and external stakeholders throughout the project lifecycle to assure that the end solution meets their needs and limits impacts, to the extent practicable.

  • Develop and implement policies and procedures, and activity reporting systems to ensure efficient and effective design, permitting, and implementation/construction levels as well as compliance with all contractual requirements.

  • Proactively explore, evaluate and implement the integration of new technology and/or methods to enhance delivery of services.

  • Provide professional oversight for capital improvement management and contract administration of third-party providers of goods and services including engineering and environmental consultants, surveyors, construction contractors, material and equipment vendors, materials testing and inspection firms, etc.

  • Prepare various technical project specifications and modify, as needed, to meet the needs and intent of the specific projects.

  • Solicit proposals & bids; manage bid response process; review proposals for compliance to local, state and Federal specifications and standards.

  • Review in detail and approve project designs, technical proposals, documentation, contracts, agreements, work papers, and reports of project activities

  • Develop comprehensive project plans, timelines, and budgets, and ensure adherence to established parameters throughout the project lifecycle.

  • Coordinate and collaborate with other departments, stakeholders and external contractors to ensure effective project execution.

  • Monitor project progress, identify risks and problems and implement mitigation strategies to keep projects on track; assure effective communication of project issues and recommendations for resolution to their supervisor.

Budget and Financial Management:

  • Conduct thorough financial analyses and feasibility studies to assess the viability and estimated costs of capital projects.

  • Develop accurate cost estimates and budgets for projects.

  • Monitor project expenses, track budget utilization and implement measures to control costs and optimize resource allocation.

  • Prepare financial reports and present project status updates to management.

Contract Management:

  • Collaborate with procurement teams to develop and manage the vendor selection process.

  • Negotiate contracts and agreements with external vendors and contractors, ensuring competitive pricing, favorable terms, and compliance with project and procurement requirements.

  • Monitor vendor performance, review deliverables, and address any issues or conflicts that may arise during project execution.

  • Ensure adherence to contractual obligations, project specifications, and regulatory requirements.

Stakeholder Communication:

  • Serve as the primary point of contact for internal stakeholders, providing regular project updates and addressing any concerns or inquiries.

  • Foster strong relationships with key stakeholders, such as department heads, executives, and project sponsors, to ensure alignment and support for capital projects.

  • Effectively communicate project goals, timelines, and progress to stakeholders, including the City Council, adjusting communication strategies to accommodate diverse audiences; prepare and deliver public presentations and respond to questions

  • Respond to public inquiries and provide outstanding customer service in a timely and thorough manner

Quality Assurance and Compliance:

  • Develop and implement quality assurance processes to ensure that capital projects meet established standards and comply with regulatory requirements.

  • Conduct regular inspections and audits to monitor project quality, identify deficiencies, and implement corrective actions.

  • Ensure project closeout activities include a review of lessons learned and incorporation of these into future projects.

  • Collaborate with relevant departments to obtain necessary permits, licenses, and certifications required for project implementation.

Supervisory Responsibilities:

  • Lead, manage, supervise, develop and mentor a team of project managers, technicians, engineers and office staff.

  • Monitor work; establish and evaluate performance standards; analyze workload and adjust staffing and assignments; collaborate regularly with staff to solve challenges.

  • Serve as the Capital Projects Division manager to cultivate a safe, positive and inclusive environment that fosters a high-performing team.

  • Responsible for the development and management of the Division's operating budget.

Minimum Training and Experience Required to Perform Essential Job Functions

  • Extensive knowledge of civil engineering principles and practices;

  • Skilled in interpreting and applying applicable laws, codes, rules, regulations, and design standards;

  • Skilled in analyzing and evaluating the relevance and importance of theories, concepts, and principles;

  • Skilled in applying independent judgment, personal discretion, and resourcefulness to interpret and apply guidelines;

  • Skilled in managing large-scale, complex projects;

  • Skilled in prioritizing, organizing, and managing multiple projects;

  • Skilled in effective construction management including various methods of project delivery;

  • Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals;

  • Skilled in operating a computer and related software applications;

  • Skilled in communicating effectively with a variety of individuals;

  • Capable of evaluating work procedures and and identify areas where efficiencies can be created;

  • Detailed oriented.

Qualifications:

Education Requirement - A Bachelor's Degree from an accredited college or university in Civil Engineering, Construction Management or a related field.

ExperienceRequirement

  • At least Six (6) to eight (8) years of significant and progressive civil engineering and project management experience.

  • At least four (4) years of supervisory experience

Additional Experience

  • Proven experience as a Capital Projects Manager or similar role, with a track record of successfully delivering large-scale projects within scope, budget, and timeline.

  • Technically accomplished in various project management methodologies, tools, and techniques.

  • Excellent financial analysis and budgeting skills, with the ability to develop accurate cost estimates and control project expenses.

  • Demonstrated leadership abilities, including the capacity to effectively manage cross-functional teams.

  • Exceptional communication and interpersonal skills, with the ability to interact professionally with stakeholders at all levels.

  • Strong problem-solving and decision-making abilities, with a proactive and results-oriented mindset.

  • Familiarity with relevant regulations and compliance standards in the industry.

Special Requirements:

  • Possession of a valid Colorado driver's license at the time of application and as a condition of continued employment. A motor vehicle record check will be performed as part of the pre-employment background process.
