Under general supervision, conducts research and assists in the planning, development, modification, and implementation of agency and/or division policy and strategic plans. Administers agency programs in an assigned specialty area. Assists in identifying, developing, or drafting of policies and procedures related to the governance of assigned programs. Assesses, develops, implements and coordinates assigned programs, plans and services. Gathers, compiles, and analyzes data to produce management information reports. Obtains and evaluates input from stakeholders. Gathers and organizes information on problems and procedures. Researches, analyzes, monitors, compiles, and distributes project or program data, plans, policies and related records or databases. Assists in creating, producing, updating, or disseminating basic information packages, fact sheets, program newsletters, resource guides, policy manuals, educational programs, etc for use within and/or outside the division/department. Communicates the planning and strategy to community stakeholders, political and business leadership. Assists with the review, analysis and monitoring of proposed legislation affecting the division/department. Ensures that program documents (grants, applications) are processed and reviewed in the time frame allotted according to the needs of the client and the standards of the agency.

Duties and Responsibilities:

As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) works with local, state, and federal governments, in partnership with the private sector and faith-based community, to protect life and property against man-made and natural emergencies. In addition, GEMA/HS employees are on 24-hour call statewide to assist local authorities when disaster strikes. The Homeland Security Division is the division responsible for terrorism preparedness.

Planners in the Critical Infrastructure and Key Resource Unit (CIKR) perform duties in the area of critical infrastructure with the goals of reducing Georgia's vulnerability to terrorism through minimizing damage and enhancing recovery from attacks that do occur. They identify critical infrastructure and key resource assets within the state, perform off-site reviews and on-site assessments of critical infrastructure/key resource (CIKR) sites across the state, and identify protective measures to mitigate risks and recover from terrorist acts. Typical external contacts include critical infrastructure and key resource site owner/operators, local law enforcement, private sector security, grant recipient representatives and other State employees. Periodic additional duties can include staffing positions within the State Operations Center during training, exercises, disasters and other major events; and acting as an agency liaison to other government agencies during certain planned and/or unplanned events.

Specific responsibilities include:

  • Identifying and reviewing potential CIKR sites against established criteria for inclusion or elimination as a state-level CIKR asset.

  • Conducting and completing initial site reviews on included CIKR sites using both restricted and open-source data.

  • Conducting outreach to CIKR owner/operators, other State entities and/or local governments concerning CIKR programmatic offerings and activities.

  • Conducting on-site surveys and assessment using both in-house and DHS assessment and survey tools.

  • Use and/or administration of CIKR program elements, such as IP Gateway and PCII and similar, related interface programs and/or tools.

  • Assisting other GEMA/HS agency personnel in planning purposes related to disaster response planning and impacts to CIKR assets.

This position requires periodic travel to various parts of the state, sometimes with overnight stays. This position is subject to call out without notice in emergency situations.

The successful candidate will demonstrate competency in the following areas at an exceptional level:

Additional Information:

The selected candidate will be required to pass a background investigation as a condition of employment. Items that may be examined in a background check include but are not limited to credit records, criminal records, education records, past employers, military records, state licensing/certification records, driving records. After hire, the candidate selected will be required to obtain and maintain a Secret National Security Clearance. To obtain a National Security Clearance you must be a citizen of the United States of America. You cannot be a convicted felon.

Qualification

Bachelor's degree in a related field from an accredited college or university OR completion of 90 quarter hours (60 semester hours) at an accredited college or university AND Two years of related experience

OR

One year of experience required at the lower-level Planner 1 (GSP050) or position equivalent. Note: Experience in a related area may substitute for a degree on a year-by-year basis.

A basic level of proficiency in the use of MS Office 2010 applications (Word, Excel, PowerPoint, Outlook)

Preferred Qualifications

  • Master's degree in planning, Homeland Security, Emergency/Disaster Management, Public Administration, Fire Science, Public Health, Criminal Justice or other similar field of study applicable to program responsibility from an accredited college or university

  • Professional level experience that included planning, inter-agency coordination, or special operations

  • An intermediate level of proficiency in the use of MS Office 2010 applications (Word, Excel, PowerPoint, Outlook)
