We are seeking a Children's Waiver Policy Specialist (Operations and Policy Analyst 3) to join our Office of Developmental Disabilities Services (ODDS), Policy, Rules, and Training Unit team.

What you need to qualify

Seven years of professional-level evaluative, analytical, and planning work experience.

Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.

  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • A master's degree in any of the listed areas substitutes for four (4) years of experience.

  • A doctorate degree in any of the listed areas substitutes for five (5) years of experience.

Essential attributes

We are looking for candidates with:

  • Attention to detail.

  • Experience with Medicaid programs.

  • Experience researching and analyzing federal and state policies, laws, and rules.

  • Project management experience including experience assessing risks, analyzing problems, and developing creative solutions.

  • Professional level written, verbal, and virtual communication skills are needed for explaining your thoughts, ideas, plans in a clear, concise, and accessible manner.

  • Experience explaining policies, laws, and rules in plain language.

  • Experience gathering and interpreting data and preparing reports based on the needs of the audience/recipients.

  • Experience championing inclusivity and service equity.

Your duties at a glance

The Office of Developmental Disabilities Services (ODDS) provides new opportunities to link services for the growing number of Oregonians who have intellectual or other development disabilities. ODDS strives to support the choices of individuals with disabilities and their families within communities by promoting and providing services that are person-centered and directed, flexible, community inclusive, and supportive of the discovery and development of each individual's unique gifts, talents, and abilities. We are committed to working toward service options to assure that people with developmental disabilities have the opportunity to have lives that are fulfilling and meaningful.

The ODDS Policy, Rules, and Training Unit includes subject matter experts for the program's federal and state regulatory structure, case management, and the full scope of services funded and administered by ODDS. In addition, this unit develops training and technical assistance in implementing ODDS policy and best practices for service delivery.

As the Children's Waiver Policy Specialist, you will be a key policy advisor to the Office of Developmental Disabilities Services (ODDS) and will use your critical thinking skills to lead the implementation and ongoing management of the Children's Extraordinary Needs program, implementing a new option for parents provide attendant care services to their own minor children.

This includes:

  • Providing leadership and coordination of Title XIX Home and Community Based Waiver compliance activities between ODDS and the Oregon Health Authority (OHA), among ODDS administrative sections, Community Development Disability Programs (CDDPs), and other service delivery system partners.

  • Assuring that federal policies and systems are integrated with state and local service delivery systems.

  • Implementing enrollment, waiting list management, federal, state, and legislative reporting, training development, and data collection.

  • Serving as an agency liaison with the federal government, OHA and other state and local agencies on resource issues, including the Medicaid state plan and home and community-based and demonstration waivers.

Working conditions

  • You will work in a high-volume work setting, with frequently changing priorities.

  • You must be able to work on multiple projects simultaneously, each having changing timelines and requirements.

  • You must be able to respond effectively to verbal instructions, cope with frequent interruptions, and moderate noise levels.

  • You must be able to gather information required to complete assigned projects.

  • You may be asked to work extended or nonstandard work schedules.
