Child Well-Being (CWB) Lead Specialist

SRI is seeking committed and passionate professionals to provide critical services to the Department of Homeland Security.

Overview: The DHS Child Well-Being Program (CWP) provides, 24/7, trained Child Well-Being Professionals to strengthen the care and protection of children in custody of the DHS between the time of encounter and transfer to a long-term care facility (generally the first 72 hours post-encounter). The program augments existing resources and current services by providing structured programmatic support, clinical services, and technical guidance with the sole focus of ensuring the well-being of children in custody.

Scope: The professionals supporting the CWP will be complementary to U.S. Border Patrol (USBP) Agents, Processing Coordinators, Caregivers, and medical staff with the sole focus of child well-being. The Child Well-Being Professionals will regularly engage with children, provide coordination of care and escalation of issues related to well-being, and have the flexibility to provide interventions when required in surge or crisis state. The Child Well Being Specialist Lead implements regular guidance from Child Well-Being Program Regional Leads and CWB Program Manager, in addition to directly engaging USBP Sector Leadership to support continuity in care, elimination of duplication of effort, and synchronization of activities across the entire child wellbeing program operational footprint.

Tasks & Responsibilities:

  • Provides child well-being related advisement and decision support; attends appropriate meetings and briefings with external groups regarding child well-being and communicates program information.

  • Performs managerial and supervisory responsibilities of CWB Specialists and liaise with the CWB Regional Leads and Program Manager in DHS HQ.

  • Serves as the main point of contact and manager for CWB Specialists for all program matters.

  • Provides professional guidance and management to the CWB Specialist in decision support and special case advising as needed.

  • Provides regular weekly supervision for every CWB Specialist within their responsibility.

  • Supports coordination for special cases which may be escalated, including facilitation of connection across local, state, and federal resources.

  • Coordinates CWB Specialist staffing allocation among facilities and stations based on operational realities.

  • Coordinates regular staff meetings, ongoing training, performance reviews, and human resources requirements for CWB Specialists.

  • Regularly engages individual CWB Specialists for regular reporting and documentation regarding status of special cases, integration into facilities, and other program evaluation criteria.

  • Serves as the main point of contact for USBP Sector Leadership for all program matters to provide support through professional opinions, technical expertise, and technical assistance.

  • Coordinates with the CWB Program Regional Leads and DHS HQ Program Manager on reporting requirements, implementing initiatives, and responding to requests for information.

  • Supports training development, as requested, in collaboration with the Child Well-Being Program Regional Leads and Child Well-Being Program Manager.

  • Provide the necessary programmatic and technical expertise to support Child Well-Being Program Regional Leads, CWB Program Manager and USBP Sector Leadership.

  • Coordinate information gathering and perform qualitative and quantitative analyses for periodic review of current plans, policies, protocols, and standards.

  • Reviews data and reports from CWB Specialist and submits and responds to requests for information by providing routine reports of process and outcome metrics.

Required Skills, Education, Experience & Abilities:

  • Master's or Doctoral degree from an accredited college or university in the field of Behavioral Health.

  • Hold a full, current, and unrestricted license in one of the following or equivalent:

  • Social Worker (LCSW or LICSW)

  • Licensed Marriage and Family Therapist (LMFT)

  • Licensed Professional Counselor (LPC)

  • Doctor level prepared psychologists (LP)

  • 5+ years working experience post full licensure in child development, culturally competent and trauma-centered care, and performing evaluations in direct engagement with children and their families, with work experience in a clinical or immigration setting strongly preferred.

  • Bilingual (Spanish and English in speaking, listening, reading, writing) due to the language barriers in communicating sensitive topics with minors. (DESIRED BUT NOT REQUIRED)

  • Must have a minimum score of 3/5 on the Interagency Language Roundtable (ILR) scale or an equivalent of "High" on Private LTI.

  • 2+ years management experience leading and supervising staff.

  • Ability to operate in a dynamic environment within a developing new program.

  • Superb written and verbal communication skills.

  • Proficient in the use of Microsoft Office products including SharePoint.
